Cass County is seeking a dynamic Director of Tax Equalization to lead our department and ensure fair and accurate property assessments. Location: Cass County Courthouse Annual Starting Salary: $88,659 - $96,050 Employment Status: Full Time Salaried Exempt Application Procedure: . Minimum Qualifications: Bachelor's degree in business management, finance, or a related field, or an equivalent combination of education and experience. Five or more years of progressively responsible experience in real estate appraisal, including at least three years in a managerial role. Valid Class 1 Assessor's Certificate issued by the North Dakota State Supervisor of Assessment or ability to obtain within 2 years of hire. Knowledge of tax assessment procedures and ability to defend assessments and effectively explain the process. Ability to operate necessary computer software, such as Geographic Information Systems (GIS), Computer Assisted Mass Appraisal Systems (CAMA), & Microsoft Office Suite. Ability to create and maintain effective working relationships with peers, superiors, and external government agencies. Strong written and oral communication skills. Valid driver's license. Desired and/or Preferred Qualifications: Knowledge of the county's geographic layout. Familiarity with county organization, operations, policies, and procedures. Certified Assessment Evaluator (CAE) professional designation from the International Association of Assessing Officers (IAAO) Certified General Appraisal license from the North Dakota Real Estate Appraiser Qualification and Ethics Board Job Duties: Conduct appraisals and assessments of agricultural, commercial, and residential properties, including mobile homes, for taxation purposes. Complete statistical reports on behalf of the department. Administers the development of the Computer Assisted Mass Appraisal (CAMA) system and its integration with other departmental databases. Represent the department at various hearings and board meetings. Participate in public hearings and meetings with local groups and the public to provide information on county assessment procedures and standards. Provide guidance to the governing board regarding assessment guidelines, real estate taxes, and exemptions; defend specific assessments when necessary. Attend county commission meetings to present agenda items, recommend policies for compliance with new state legislation, and testify. Explain assessed values to property owners; investigate and address complaints about real estate values; defend appealed assessments at public hearings. Respond to information requests from government agencies, the public, and others regarding the appraisal process. Provide leadership, development, and supervision of department staff.
