The Director of Public safety provides oversight and leadership for the Public Safety functions, to include security, and emergency management for the Center City academic medical center, university, and supporting hospitals. Coordinates overall public safety for the Center City campus areas in partnership with academic/clinical leaders, local authorities having jurisdiction, students and community stakeholders to assure that safety is addressed in a comprehensive and strategic manner. Leads, plans, organizes and directs the administrative and operational functions and activities of the Center City defined areas of Public Safety, which includes physical security, campus investigations, and emergency preparedness. Ensures enforcement of all regulations, policies and procedures essential to a safe and secure campus and hospital environment. Provides enterprise support to the Senior Director and VP of Public Safety for strategy development and program planning. Directs the daily operations and oversees investigations of Jefferson Security Department. Maintains liaison with law enforcement agencies, community organizations, civic groups, etc. Interacts with co-workers, visitors, and other staff consistent with the values of Jefferson Supervises, leads security department to include, structure development, strategic planning, shift management and ensures officer deployment is effective and efficient. Ensures that policy, post orders and protocols are reviewed and developed to maintain a safe and secure campus environment. Sets objective attainable goals for the security team. Chairs the Security & workplace violence sub-committee and serves as a member of the EOC committee. Coordinates with chairs of EOC and Emergency Management Committees to ensure department readiness and supports committee missions. Prepares Hazard Vulnerability Assessments are conducted, and mitigation strategies are implemented. Ensures departmental preparedness for civil disturbance, strike, bomb threat, etc... Makes safety recommendations as appropriate. Oversees the hiring of qualified personnel. Develops and oversees training program for initial training of new staff, and on-going training of existing staff. Ensures documents related to training programs are in order and long-range objectives for staff awareness, professional development and retention are realized. Manages the security, administrative and support staff departmental budgets and controls the expenditure of funds for related cost centers. Monitors internal investigations. Directs the activity of Security internal investigators and reviews all investigations. Coordinates investigative conclusions with Director of Investigations, university/hospital attorneys and risk management. Develops good relationships between university/hospital, law enforcement agencies and external public safety organizations. Performs other duties as assigned by Senior Director Qualifications Qualifications Minimum of 5-10 years' experience in proprietary Security, preferably in a healthcare environment. Bachelor's Degree in related field required. Master's degree preferred. Emergency Management or Disaster Preparedness experience. Conditions of Employment Covid Vaccination is a requirement for employment at Jefferson for employees working at Jefferson's clinical entities or at the University.
