APPLICATIONS ONLY ACCEPTED ON Work involves tax assessing and collection, all through broad policies established by the City Council and as directed by the City Manager, responsibility for the maintenance of accounts and controls of all City funds and for supervising the preparation of such financial data and reports as may be required for management of City fiscal affairs. Responsible for coordinating the management of the Management Information Systems (MIS). Work is performed under the administrative direction of the City Manager with wide latitude for the application of independent professional judgment. The work is subject to review by the City Manager. Independent audits also provide a review of the effectiveness of the operations supervised. Plans, organizes, reviews, supervises, revises and directs the work of a group of accounting, general clerical, and utility billing personnel engaged in the maintenance of all general ledger, budgetary control, payroll, accounts payable, and utility billing functions. Monitors City bank funds, makes recommendations for appropriate adjustments in budget, prepares various reports and reviews a variety of financial reports as necessary, ensuring maximum investment of idle City funds to achieve best possible yields. Exercises such powers and duties regarding the collection and custody of city taxes and moneys; supervises and participates in treasury management functions, including the collection of fees for miscellaneous services. Trains accounting staff in the maintenance and operation of the City's computerized accounting system. The preparation of the City's budgets; reviews all departmental budget reports and closing statements; makes necessary adjustments and recommendations to meet standards; compiles and provides management with statistical data as needed; the preparation of financial forecasts. Coordinates accounting activities with outside auditors; assists with audits by compiling schedules and data. Responds to inquiries and complaints, supplying information as requested in person, by phone, or through correspondence. Supervises the maintenance of records and prepares a variety of reports concerning various billings, payroll taxes, investments, government surveys, employee pensions, and financial statements. Management of the grant writing and grant management program. Responsible for the formulation and execution of the annual Departmental budget. Confers with subordinates to assign, discuss work programs and problems. Provides administrative, professional and technical guidance to subordinates as needed. Provides customer service and dispute resolution, as appropriate. Researches and prepares reports at the discretion of the City Manager on a variety of topics. Trains, counsels and reviews the performance of subordinates; initiates disciplinary action, as necessary. Responsible for overall Department morale. Attends meetings, seminars and conferences of professional associates and other organizations to keep abreast of trends and developments in the City Treasurer field and to represent the City of Garden City's interests before these groups. Performs other related work as assigned. Typical Qualifications: A bachelor's degree in finance, public administration, business management, or a related field. Seven or more years' experience in municipal finance, with extensive supervisory, administrative, and budgeting experience in local government, or a combination of any or all the above. A CPA license or other advanced training is desirable. Thorough knowledge of the laws and ordinance relating to the handling of municipal government. Considerable knowledge of administration and procedural policies of the City of Garden City and requirements relating to public records or the ability to acquire such knowledge during a reasonable period. Knowledge of data processing applications in a municipal government setting. Ability to plan, assign and supervise the work of personnel engaged in a variety of financial, clerical and related activities. Ability to develop and administer sound fiscal systems and procedures. Ability to work independently and to develop solutions to problems with minimal supervision. Ability to communicate effectively, both orally and in writing, with a variety of individuals and groups representing different interests. Ability to establish and maintain effective working relationships with the City Manager, Mayor, City Council members and other public officials, employees, consultants and the general public. Possess skills and competence at the Intermediate level or higher with computers and computer programs including, but not limited to, Microsoft Office Professional Suite (Word, Excel, PowerPoint, and Outlook), BS&A, and Internet Explorer. Ability to prepare and deliver clear and concise reports on technical subjects.
