Summary This National Guard position is for a IT Specialist (Systems Administration), Position Description Number Dand is part of the Joint Force Headquarters, National Guard in Marietta, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Current members of the Georgia Army National Guard. Responsibilities As a IT Specialist (Sys Admin), GS-2210-9/11 you will: Serve as the Information Protection Manager and focal point for information warfare and telecommunications and computer-security related functions. Performs general network and telecommunications systems administration and service center/"help desk" functions. The incumbent assists in establishing Group policy, and in managing, operating, and maintaining the Computer Security (COMPUSEC), Emissions Security (EMSEC), Security Awareness Training and Education (SATE), Air Force Electronic Key Management System (AFKEMS), the Multilevel Security (MLS) and serves as the Communications Security (COMSEC) manager. The incumbent is responsible for support of all Air Operations Center functions. This includes Command & Support, Intelligence, Operations, and Plans divisions, both in garrison and deployed. Requires knowledge and ability to work in "joint" situations with other United States Armed Forces personnel and in "combined" situations with military personnel from allied nations. Under general oversight of higher graded specialist, the incumbent serves as the Computer Security (COMPUSEC) Manager. Publishes policy, as required, to effectively manage the Group COMPUSEC Programs disseminates information, coordinates and ensures computer security practices are adhered to by all functional areas. Provides guidance and assistance in the preparations of all certification and accreditation packages. Validates and forwards packages to the Designated Approval Authority (DAA). Provides advice to the DDA, when requested. Contracts higher headquarters, as required for assistance in dealing with COMPUSEC problems. Manages the Telecommunications Security program for the Group. Works with the Network Control Center (NCC) Manager to implement procedures to protect information on all networks managed by the NCC. [When the Group is sot asked, this duty involves the Base Network Control Center (BNCC).] Utilizes multi-level security (MLS) products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control for the Group's networks. Uses state of the art information security software and hardware tools to gather information and manage security on assigned telecommunications networks. Analyzes the information gathered to determine vulnerabilities, threats, and detect any compromises. Reports to MAJCOM,AFCA, and NSA in writing all incidents involving, viruses, tampering, or unauthorized system entry. Participates in installation, configuration, operation, administration, monitoring, and systems operation documentation, of network and application server hardware, operating system software, telecommunications systems, peripheral network equipment, and Automated Information Systems (AIS). Incumbent maybe required to conduct day to day routine testing and trouble-shooting to insure operability, efficiency, and compliance with existing standards and correct readily-detectable problems. Performs system backups, archives, and complete restoration of the network system database as directed. Performs customer service/control center duties such as accepting trouble calls, providing on the spot CIS systems assistance and guidance, routing requirement requests to the proper functional area, and documenting all facets of customer's requests for any computer information communications service provided by the division. Performs general network and telecommunications systems administration within approved existing structure such as resetting user passwords and access rights, adding and modifying users, assisting in the configuration of services in a variety of systems. Serves as the Communications Security (COMSEC) Manager for all cryptographic activities. Acts as the sole point of contact to the Commander concerning the Group COMSEC posture. Safeguards and controls all COMSEC equipment, keying material, COMSEC information and other COMSEC-related functions. The criticality involved in managing COMSEC operations mandates duties such as destruction, receiving, issuing, and inspecting to be accomplished within the most stringent timelines. Coordinates with MAJCOM, HQ USAF, and the National Security Agency (NSA), to ensure that security directives and local policies are current and that security is not compromised. Ensures material processed is properly documented and maintained IAW applicable directives. Maintains a continuous and absolute audit trail of each individual COMSEC item received, issued, or destroyed. Incumbent is answerable to proper authorities for the loss or misuse of the COMSEC equipment or material. Conducts security investigations, interprets and applies regulations/directives, develops cryptographic plans, determines new COMSEC requirements and assures proper disposition of excess COMSEC-keying materials. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: E4-O3. Compatible Military Assignments: OBR: 25, 53: WMOS: 254A, 255A, 255N, 255S, ECMF: 25 GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-09 - Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-11 - Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Preferred Qualifications: MECM AUDS Server 2019 or 2022 Microsoft Azure Virtual Machine Education Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
