Location: Oak Ridge, TN Job Title: Project Controls Schedule Manager Career Level From: Manager Career Level To: Organization: Enterprise Plng & Controls () Job Specialty: Project Controls-Scheduling What You'll Do Leads the project controls cost team in reporting to management and various internal/external stakeholders on progress and performance of the projects. The position will support the team in creating, planning, and facilitating review and approval of project cost reporting, establishing and/or improving processes and procedures and training personnel in the proper use of tools and appropriate cost control practices. Principle Responsibilities Provides comments and recommendations for cost engineering requirements Prepares detailed staffing plans for cost engineering activities Reviews or assists in reviewing change proposal provisions related to cost and material control and develops supporting data for contract negotiations Identifies trends and manages the change control program Interfaces with designated management and client counterparts for cost presentations Prepares and presents cost engineering information Participates in developing and presenting training classes and on-the-job training for cost related processes and practices Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions Coordinates information input into studies. Evaluates study results and recommends conclusions for project team consideration and discussion Reviews and analyzes comparisons of scope, quantities, performance and cost data Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements Supports the creation and/or improvement of processes and/or procedures to support enhanced cost reporting, analysis and performance across the Enterprise Supervises and supports the compilation of historical data Develops timely and competent trend cost estimates Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and control Assists in developing unit job hour and pricing data, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of project and industry experience Performs data analysis, identifies issues, and makes recommendations Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction Reviews labor estimates for reasonableness Defines project needs for cost control in accordance with contractual requirements, objectives, and procedures Supports the timely and competent performance of cost control activities Supports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency Supports the management of multiple subcontracts including support to award, continuing analysis and performance reporting, subcontract payments, etc What You Can Expect Meaningful work and unique opportunities to support missions vital to national and global security Top-notch, dedicated colleagues Generous pay and benefits with a stable organization Career advancement and professional development programs Work-life balance fostered through flexible work options and wellness initiatives Minimum Job Requirements Bachelor's degree: Minimum 7 years of relevant experience. Minimum 3years of supervisory/management experience. Fifteen years of relevant education, progressiveexperience/training may be used in lieu of a degree. Minimum 3 years of supervisory/management experience. Preferred Job Requirements Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE project Knowledge of establishing and implementing engineering, procurement, subcontract management, material and craft performance methods and reporting Proficiency with cost processor software Knowledge of supervision, personnel administration, and training of technical and non-technical personnel Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge Skilled in oral and written communication Knowledge of engineering, subcontract and construction management is customarily acquired over time through specialized instruction or practical experience Advanced proficiency with Microsoft Excel data analysis functions Experience in Project Controls with an advanced level understanding of Project Controls general technical skills and tools Experience with change management such as baseline change proposals and trending Flexibility to respond to urgent project requests and/or changing priorities Experience in multiple Project Controls roles and disciplines or other functions Why Y-12?
