Summary: This position supports the Manager, Safety - Rail with all ASM activities critical to the safety of Rail Operations and the Agency including facility inspection, audit activities and responsibilities to ensure compliance with regulatory safety requirements. Roles and Responsibilities: Leads the audits/inspections of Rail Operations equipment, tools, work practices and chemicals/hazardous substances to ensure compliance with established safety, industrial health/environmental and operating programs, procedures, and rules. Uses injury/incident data and trend analysis. Develops and implements solutions and changes to policies and procedures as appropriate. Leads the audits/inspections of departmental/line/facilities safety practices to ensure compliance with Federal, State, and local regulations, including the Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), and Federal Transit Administration (FTA) and NJ TRANSIT rules and procedures. Coordinates with outside Federal, State and local regulatory agencies as required. Provides guidance to Safety Officers in this process. Leads the inspections of facilities, reports of conditions and hazards, work locations and practices, utilizing Job Safety Analysis procedures and the Hazard Identification/Resolution Process (MIL Std. 882e) and provides guidance to Safety Officers in this process. Participates in the development of employee safety programs such as safety eyewear and safety footwear. Evaluates and approves Personal Protective Equipment. Review Federal, State, OSHA, FRA, FTA regulations pertaining to Safety and Health; develops and prepares programs and procedures that ensure employee safety and company compliance. Responds to safety related events as required and while "on call" as a Duty Officer. Provides guidance to Safety Officers in major injury/incident situations. Ensures effective Rail safety meetings and walkthroughs. Provides guidance to Safety Officers with corrective actions/recommendations on safety issues. Provides assistance with special projects and requests from the NJ TRANSIT Board Safety Committee. Monitors special projects such as the uniform program for the Office of System Safety for Rail, Bus, and Light Rail Divisions, and the creation of a web-based ordering system with the vendor. Review trends of Test and Qualification Systems (TQS) reports from Rail Operations and FRA inspection reports in order to identify when and where OSS observations should be performed. Collaborates in the review and evaluation of software development through all phases of the process. Performs review of requests from Real Estate and Planning projects as needed. Serves as a liaison between various internal Rail management personnel to identify areas of improvement and/or concern. Participates in NJ TRANSIT's Emergency Operations Center (EOC) activities including field observations during events that impact Rail service. Performs OSS site evaluation on project ("Overwatch") to assess NJ TRANSIT's Rail sites regarding compliance with safety programs and the establishment of recommendations for improvement. Completes any other safety related projects as assigned by the Manager- Rail Safety. Education, Experience, and Qualifications: Bachelor's Degree in Safety Science or a similar field and four (4) years of regulatory training and/or fleet safety management experience. One year of closely related experience can be substituted for each year of education required. Knowledge and Skills: Working knowledge of PEOSH, FRA, and applicable Federal and State regulations and NJ TRANSIT Rules and procedures required. Strong interpersonal, verbal and written communication skills required. Certificates, Licenses, Registrations OSHA 30-Hr. General Industry Training -Desirable US Department of Transportation/TSI Transportation and Security Program Certificate (TSSP - Transit Rail Program) - Desirable Incident Command Systems Training (ICS)- Desirable Must possess a valid driver's license.
