Job Description: This Registered Nurse (RN) 4 position is assigned the Region 6 Office of Public Health (OPH) and will serve as a public health nurse in the clinical setting, participates in the parish level health unit operation, and performs job duties as outlined and assigned. The RN-4 practices within the scope of practice designated by the Louisiana Practice Act (LRS 37:911), adheres to the policies, procedures and standards of the Louisiana Department of Health /Office of Public Health and is accountable for promoting a positive image and working harmoniously with other members of the health care team. Required licensure for this position includes a current Registered Nurse License, in good standing, from the Louisiana State Board of Nursing. This position may be required to work outside of his/her assigned work schedule, as directed by the agency based on clinical needs and emergency response-related activities or projects. This position is directly supervised by and reports to the RN Regional Manager. Roles and Responsibilities 70% Serves as a Public Health Nurse in the Region 6 parish health units and provides nursing care for all LDH/OPH personal health programs, including but not limited to, COVID-19 vaccine and testing, Reproductive Health (Family Planning and Sexually Transmitted Diseases/HIV), Supplemental Food Program for Women, Infants, and Children (WIC), Immunizations, Tuberculosis, Children's Special Health Services (CSHS), and Genetics within the public health clinics, communities, shelters, and/or any additional assigned sites designated by the Department of Health and Hospitals/Office of Public Health. Utilizes the electronic health records (EHR) system, as well as other clinical and programmatic electronic databases (i.e. LINKS and STARLIMS) to accurately and timely document, maintain current, and review patient medical and clinical data gathered in each health visit and from reports by other providers involved in a patient's care. Per OPH protocols and standing orders, provides nursing care by assisting physicians, Advance Practice Nurses, and/or nurses; conducting examinations; administering medical treatments and/or medications, as required; providing education on medications, side effects, adverse reactions, care and/or referral; and/or counseling in public health services. Participates in Continuous Quality Improvement process of clinical and nursing care practices and OPH personal health services/programs, reflecting standards of public health competencies and nursing care performance in order to assure quality of care. Maintains OSHA/CLIA guidelines in performance of nursing duties. 10% Conducts nursing and/or developmental assessments in the clinic, field, shelter, home, or other site(s) as designated by LDH/OPH. Assessments include (but not limited to) obtaining medical histories, performing physical/developmental assessments, and enforcing recommended public health protocols Obtains laboratory specimens for analysis. Interprets laboratory results. Refers/links clients for/to preventive and diagnostic testing for example and ensure appropriate follow-up of abnormal test results, and refers/links families and/or individuals to other community resources. Provides counseling, intervention, treatment, and follow up as required. Evaluates outcome of public health nursing interventions. Provides outreach and health education materials to individuals, families, communities in Region 6 on preventive health care, health risks and strategies for promoting and/or protecting health, population-wide health promotion/risk reduction programs, home care for special medical or physical conditions, and other LDH/OPH and community resources. Participates in the orientation process for public health unit staff and serves as a preceptor for newly hired public health nurses and/or nursing students in the parish health unit. 10% Provides professional nursing care within the scope of professional nursing practice and policies and procedures of OPH in response to public health emergencies (i.e. hurricanes, floods, disease outbreaks) and bioterrorist threats in Region 6 and statewide as assigned, including but not limited to community and health unit COVID testing and vaccinations, the Medical Special Needs Shelter, Rapid Response Team, Strategic National Stockpile/Points of Dispensing (PODs), and other public health responses. Performs environmental health nursing and risk assessments in collaboration with the Regional Medical Director, environmental health personnel, and regional/state epidemiologists for exposure to environmental risks and disease outbreaks. Provides outreach and educational information to individuals, families, and communities in Region 6 on disease outbreaks, weather emergencies, and weapons of mass destruction (i.e. biological, chemical, and environmental). Assists the Regional Medical Director, along with regional and statewide ID Epidemiologists and Environmental Health personnel in data collection, case management, follow-up, community education and referral of groups or individuals who are at risk for exposure to environmental and disease entities, such as COVID-19, West Nile virus, Ebola virus, lead poisoning, food borne illnesses, TB, Anthrax, and others, as they emerge. 10% Completes all required LDH/OPH trainings, in accordance with agency and programmatic policy and procedures. Maintains individual staff development and training logs of continuing education programs/hours and in-services. Participates in staff meetings and attends/participates in seminars, workshops, in-services, trainings, webinars, and other continuing education activities on medical updates and updates to LDH/OPH agency and programmatic policies/procedures/requirements, including the electronic health records, as required to maintain professional expertise and licensure requirements and as required by LDH -OPH leadership and programs. Maintains "in good standing" a current and valid license to practice nursing in Louisiana and CPR certification. Minimum Qualifications MINIMUM QUALIFICATIONS: Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus two years of professional nursing experience. SUBSTITUTIONS: A baccalaureate degree in nursing will substitute for one year of the required experience. A master's degree in nursing or public health will substitute for one year of the required experience.
