Director of Contracts Roles and Responsibilities: Policy Development: Monitor emerging and established US Government regulations and policies, determine their impact on USG operations, and spearhead Department endeavors to amend organizational policies accordingly. Collaborate with Continuous Improvement, Contracts staff, and Project Management teams to craft and refine procedures related to procurement, grants, and contractual compliance. Design and polish contract/subcontract/grants templates, tools, and procedural guides for use by Contracts staff, Project Management, and Field Teams. Work alongside other Contracts Directors to ensure uniform interpretation and application of USAID and US Government regulations and organizational policies. Represent the Department in both corporate and cross-departmental initiatives. Contractual Compliance: Oversee the Contractor Purchasing System Review (CPSR) compliance stipulations, serve as the lead for all purchasing system reviews, and liaise with other departments to ensure compliance. Craft rigorous quality control procedures and train Department staff in their application. Design tools and resources for use by Contracts, project management, and field project teams in upholding purchasing system compliance standards. Administer and coordinate continuous enhancements by refining or automating the purchasing system compliance requirements' execution and upkeep. Monitor the organization's adherence to USG compliance mandates, including FFATA, Small Business, Section 889, Trafficking in Persons, SAM, etc. Collaborate with Internal Audit, Finance, and USG Programs teams to make sure organizational systems effectively minimize non-compliance risks. Capacity Building and Project Support: Contribute to and engage in the organization's training initiatives for Department, project management, and field staff, focusing on grants, contracts, and procurement. Coordinate with Internal Audit and project management teams in handling audit report responses to reduce potential risks to the organization. Operations Support: Manage a range of operational tasks such as the Department's budget, project assignment tracking, template management, and more. Offer support for Regional Contracts Directors when necessary. Minimum Qualifications: 11 years of professional work experience and a college degree. Detailed qualifications include expertise in USAID contracts, diverse contract types, experience with CPSR, mentoring abilities, cross-departmental collaboration skills, and more.
