The Department of Mental Health is seeking an energetic Site Director for the South County Site in North Grafton. The Site Director is responsible for the clinical and administrative management of DMH funded state and contracted services; development and monitoring of a comprehensive mental health service delivery system ensuring mental health needs are met for individuals served; assessment, problem-solving and reporting on programmatic and systemic issues that impact the delivery of quality mental health services; and maintenance of strong linkages so a continuum of mental health services exists within the South County catchment area. Please Note: This is a full-time, 40-hour position. The schedule is 8:30 a.m. - 5:00 p.m. Monday through Friday. The days off are Saturday and Sunday. _ Duties and Responsibilities (these are a general summary and not all inclusive):_ * Develops and implements a plan for the delivery of mental health services based on DMH priorities which assures consistency, integration, and comprehensiveness of the mental health service delivery system. The plan includes integration of effective Risk Management and Quality Management principles and practices. * Provides clinical and administrative supervision to Adult Mental Health Supervisors and administrative supervision to clerical staff. * Oversees the Site's Needs and Means service authorization determination process, including prioritizing individuals for services and the referral process for mental health services. * Ensures that the implementation of DMH's Individual Service Planning process and case management delivery are in compliance with DMH Regulations and standard business practices, * Manages the Site Office budget. * Oversight responsibility for discharge planning from DMH continuing care units and monitors availability of diversion and step-down resources for individuals in acute psychiatric inpatient units. * Facilitates regular Site level contract monitoring meetings to ensure optimal utilization of provider operated services and use of Evidence Based Practices. * Oversees all clinical and operational aspects of the Site's Case Management services including but not limited to the adherence to all Departmental policies and procedures, use of electronic health records, Medicaid billing system, Rehab Option certification process, utilization management, utilization review, risk management, and service authorization. * Demonstrates ability to facilitate a level of consensus and cooperation between diverse stakeholders, such as provider staff, case managers, family members, individuals served, legal guardians, inpatient staff, and members of other DMH departments such as clinical standards, quality management and program services. * Maintains ongoing relationships with agencies contracting with DMH for delivery of services under the state's purchase of service regulations, including participation in the service procurement process through data gathering/needs assessment, RFR development, and participation on RFR Selection Committees. * Manages and integrates complex systems and/or service components with specific objectives to facilitate a wide range of service options and coordination of individual service systems toward an integrated, complimentary service delivery system. * Oversees resource utilization to ensure that all individuals served have access to appropriate mental health service options. * Participates in Area level planning and development activities regarding Area goals and DMH initiatives, including providing information and reports as requested, attending Area and Statewide forums and meetings, and acts as On-Call for the Central Mass Area on an assigned basis. * Demonstrates a clear understanding of and commitment to the principles of recovery and trauma informed care and is responsible for providing ongoing education to Site and provider staff to ensure and promote continuous improvement in this area. * Ensures person-centered, family driven services that expand access to care, deliver quality treatment, improve health outcomes and provide opportunities for increasing self-sufficiency for individuals served by DMH. * Responsible for reviewing and approving billing in a timely manner for services provided as well as ensures submission of required documentation related to contract amendments. * Demonstrates a clear understanding of and commitment to providing culturally competent services, is sensitive to staff and individuals of diverse ethnic, cultural or economic backgrounds and promotes the hiring of a diverse workforce. _ Required Qualifications:_ * Possess administration and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management, risk management and quality management. * Knowledge of the principles and practices of crisis intervention and ability to make decisions, act quickly, and de-escalate situations to maintain individuals served/staff/office safety. * Experience with conflict resolution strategies and ability to advocate effectively on behalf of individuals served. * Ability supervise, determine staff training needs, motivate staff to work effectively, evaluate performance and determine need for disciplinary action. * Demonstrate the ability to assess needs of individuals served, develop comprehensive service plans, and evaluate case management processes and results. * The capacity to recognize clinical pathology within individuals served which will require staff to refer the individual to more appropriate clinical services and ensure ongoing assessment of risk. * Ability to understand, explain, and apply the laws, regulations, policies, procedures, standards and guidelines governing agency and unit activities. * Possess the capacity to facilitate meetings and achieve a level of consensus with a diverse group of stakeholders. As well as articulate clearly and concisely in verbal and written modes; ability to prepare statistical reports and record minutes of meetings. * Ability to work independently, organize work efficiently, respond appropriately to changing needs of individuals served and multiple demands. * Skilled initiating and maintaining productive and tactful communication with a variety of service providers, individuals served, family members/significant others, and guardians. * Proficiency with Microsoft Office _ Preferred Qualifications:_ * Ability to work with specialized populations: Deaf and Hard of Hearing, Asian, Latino and other ethnic cultures. * Experience with court, homeless, state hospital systems * Given the population we serve bi-lingual or multi-lingual fluency /_DMH Vision and Mission:_/ The Department of Mental Health, as the State Mental Health Authority, assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities.
