Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records. Position Summary: NYeC is seeking anIT Project Managerto lead project coordination activities related to a range of technical project assignments. The IT Project Manager will report to the Sr. Director, SHIN-NY Contracts & Project Management and will work closely with internal and external stakeholders. This role is based out of our Albany or Manhattan office. At this time, this role has a hybrid work schedule. All staff are required to work in the office 1 day per week (currently Tuesdays). There are then 30 additional in-person days that are expected each year on top of the 1 day required per week. Stakeholder visits, all staff meeting days, development days, and conference attendance count towards the additional 30 days. This schedule is subject to change. Key responsibilities for this position include: Manage and oversee large, strategic, and complex IT project(s); Work with program, technical, and operational stakeholders to establish project priorities, scope, and success metrics for assigned portfolio of technical projects; Document and manage project objectives, milestones, approach, tasks, risks, and potential costs and track them to completion; ensure the project work includes all elements required to complete the work; Secure, manage, and monitor use of resources throughout the project; identify and engage project stakeholders; Coordinate and integrate activities across all project management areas and process groups for assigned projects; ensure the project work is completed in a timely way; Communicate project status and issues in timely fashion and manage expectations with stakeholders and project teams; ensure communications across the project are planned and carried out appropriately; Implement tactical project planning, management, control, and reporting tools such as project intake forms, project plans, Agile sprint documents, process documentation and checklists; Monitor progress of projects throughout their lifecycles, including planning, development, testing, training, pilot, implementation, and closeout phases. Be accountable for project results; ensure the project delivers a quality output that is fit for purpose; Anticipate and manage project risks and act proactively to communicate and address potential issues and security requirements; Manage cross-functional interdependencies; serve as a mediator between stakeholders and project teams and within project teams to resolve any impediments; Improve upon and implement processes to optimize performance and value over time for project management execution; Prepare high quality status reports to provide update on project progress including milestones, critical path items, decisions required, issues, risks, constraints, etc; Manage project budget and procurement efforts for assigned projects; plan, estimate, and manage project finances; carry out purchasing and contracting as required, from RFPs through execution; Oversee/monitor the work of consultants/vendors assigned to the IT projects; Performs other related duties and projects as assigned or requested, to help meet the overall mission and vision of NYeC. Experience and Skills: Bachelor's degree required. Master's degree preferred; Project Management Professional (PMP) certification highly desirable; 6-8 years of technical project management experience required; experience managing enterprise-wide IT projects preferred; Health Information Technology (HIT) and Health Information Exchange (HIE) background preferred; Hands on experience in managing projects utilizing the product development lifecycle or a systems development lifecycle - waterfall, Agile, etc.; Ability to communicate and translate technical concepts, information, plans and procedures effectively both verbally and in written form with a variety of stakeholders (including business, policy, technical and non-technical staff, and operational stakeholders, NYeC leadership, external stakeholders, etc); Ability to prioritize and manage multiple complex technology projects deadlines in a fast-paced technical environment; able to accommodate changing priorities; adaptable; Understanding of project budget terminology, experience with procurement and vendor management; Strong critical thinking skills; able to anticipate, interpret, and resolve potential impediments to project success; Excellent interpersonal, teamwork and management skills to interact with peers, senior staff, colleagues, cross-functional teams, and third-party partners; Deliver results against established timelines, deliverables, tasks, dependencies, and associated technical specifications; Experience managing projects in AWS/Azure Cloud environments preferred; Advanced level of proficiency with MS Office applications including Excel, Word, Visio, Outlook, SharePoint, and Power Point; Proficiency in project management tools such as, MS Project, MS Visio, Jira and/or Asana; Experience in conducting efficient and effective meetings; Must have the ability to travel between NYeC offices as needed, up to 15% of the time. We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany based candidate is $87,000 - $100,000. The annual base salary range for this role for a NYC based candidate is $105,000 - $120,000. The salary offer will not be based on a candidate's salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
