Overview As a Financial Systems Functional Analyst, you will be responsible for developing and modifying automated accounting, procurement, inventory management, and other financial systems. Your role will involve analyzing user and operational needs and requirements, as well as assisting users in utilizing systems and solving work-related issues. You will also evaluate system performance and make recommendations for improvements. Your responsibilities will also include ensuring system integrity, accuracy, and controls, designing, developing, and maintaining reports, downloading data, developing macros and complex spreadsheets, and planning major installations and upgrades or system replacements that support the entire agency. Additionally, you will be involved in training and mentoring department staff on the use of systems, as well as supporting and representing Accounting, Procurement, Parts, and Grants in the selection and implementation of new systems. As required, you will also perform professional accounting and financial analysis tasks. Term Limited - End date is 5 years from start date. There is possibility for term to be extended or for the employee to transition into a new role. Essential Duties Take a lead role for the Finance and Administration department in selection and implementation of new ERP systems, representing accounting, procurement, parts, and grants management functions and requirements. Manage financial systems by overseeing systems administration, programming, and system fixes. Act as a liaison with IT personnel for technical aspects of financial systems. Collaborate with vendors, consultants, and IT staff to identify, test, and troubleshoot system problems and errors. Implement and test corrections. Plan major financial, procurement, inventory management, and grants information systems installations and upgrades. Develop criteria for systems, system design, budget, testing methods, quality standards and completion. Develop complex financial, accounting, procurement, parts, and other finance queries and reports. Research and analyze data for special requests. Utilize SQL and other query tools to develop spreadsheets, reports, and tools for analyzing data. Identify, investigate, and analyze system errors or unusual variances. Identify and implement process improvements and address technical challenges. Customize or update all affected systems to reflect necessary changes related to changes in governmental accounting standards, state and federal tax laws, and other regulations affecting the agency. Determine needed procedural changes and design and implement new functionalities to improve efficiency for evolving business processes. Mentor staff in using accounting, grants and procurement systems. Assist with the diagnosis and resolution of complex problems related to the use and functionality of the systems. Develop documentation and deliver end-user training for accounting, procurement, and grants management systems. Work with data integration and interfaces between accounting, procurement, grants, and systems outside of the department. Work with stakeholders from other departments to understand their requirements and optimize systems functionality. Perform other duties of a similar nature or level. Requirements Minimum Qualifications Bachelor's degree in Accounting, Finance, Computer Science, Business Administration, or equivalent technical training. Five years of intermediate level experience in an accounting or finance systems role, with an emphasis on data and systems. Five or more years of experience in system analysis/systems engineering roles within a finance/accounting department, including writing queries, designing and programming reports, and system and user support. Two years process analysis or project management experience. An equivalent combination of education and experience to successfully perform the job duties is also accepted. Knowledge Requirements Finance/accounting, grants, and procurement, and parts systems. Relational databases, especially those designed to track financial data. Generally Accepted Accounting Principles, governmental accounting practices, and internal controls. Preferred Knowledge and Skills Knowledge or experience selecting and/or implementing ERP systems, particularly accounting, procurement, inventory, and grants management systems. Experience participating in or assisting with the writing of requests for proposals (RFPs) and/or working with procurement personnel, project management staff, and others on vendor or system selection. Experience working with PeopleSoft Financials and/or PeopleSoft HCM. Experience with Trapeze software. Keen analytic, organizational, and problem-solving skills to help guide Accounting and Finance team leaders in decision making with respect to systems design and use. PeopleSoft programming, report writing, SQL and SQR. Working Conditions Hybrid telework is available, typically 2 days on site, 3 days remote (if requested). Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally. Application and Selection Process Only on-line applications accepted.
