As the village approaches its centennial celebration, Olympia Fields is expanding its footprint with exciting and innovative new businesses and services, which are drivers for continued economic development. The Olympia Fields Finance Department is a vibrant and professional organization seeking a highly motivated, organized, and experienced Finance Director. This person will be a trustworthy, highly responsible, and analytical professional experienced in municipal budgeting, staff oversight, and utility billing. This individual will direct all financial operations and services in the Village. This executive staff position works together with the executive team led by the Village Administrator and implements the policies as set by the President and Board of Trustees. The Director of Finance is responsible for overseeing all aspects of the Finance Department. This leadership role demands a strategic thinker, an adept problem solver, and a collaborative individual capable of coordinating with multiple stakeholders. This position will also be responsible for the day-to-day operations of Finance, working with the Assistant Finance Director, and overseeing three employees. IDEAL CANDIDATE The ideal candidate will have extensive experience in budget preparation, capital project planning and management, and a demonstrated record of improving finance and utility billing procedures. Additionally, the candidate will be responsible for monitoring and measuring productivity with the goal of increasing efficiencies while also providing timely information to residents and stakeholders. The ideal candidate must confidently and diplomatically manage service expectations, provide exceptional customer service, and relay highly technical issues to a broad audience. The ideal candidate will be knowledgeable in all aspects of financial management, forecasting, and analysis. Must be proficient in Microsoft Office Suite. Proficiency in the use of BSA cloud financial software. MAJOR ROLES of the FINANCE DIRECTOR include: Budget Officer TIF Administrator Utility Billing Supervisor Liaison to the Finance Committee Alternate Delegate with IRMA MAJOR DUTIES of the FINANCE DIRECTOR include: Advises the President and the Board of the present financial condition and future needs of the Village Reviews and maintains accurate and detailed accounts of all taxes and assessments due to the Village Manages accounts payable and preparation of bills for Board approval Analyzes Utility Billing revenues and expenses Develops systems, policies, rules and procedures for transacting and reporting financial matters and develops and maintains internal control systems Prepares and files all required financial reports to external agencies Develops and coordinates preparation of the operating and capital budgets and leads workshops Analyzes budgets, comprehends mathematical and computer related concepts Directs the preparation and collection of accounts receivable Works with the Treasurer in managing the Village's investment program Directs the Village's payroll process Coordinates the annual audit process Works in concert with the President and the Board on the annual tax levy Authors communications and written reports for meetings Creates and conducts presentations for meetings and work sessions Supervises and evaluates department personnel, monitors all activities and operation of the department, sets goals and objectives, and establishes guidelines for performance Viable candidates should meet the following minimum qualifications : A bachelor's or master's degree from an accredited college or university with major coursework in accounting, finance, business, public administration, or related field Experience in capital financial planning and utility management Minimum of 5-7 years of senior-level supervisory experience in financial management, preferably in the government sector A CPA, Certified Public Finance Officer, or other relevant professional certificates are a plus Knowledge of and experience in municipal planning of TIF districts and economic development is a plus Location 20040 Governors Highway Olympia Fields, IL 60461 United States How to apply This is an exempt, non-union position.
