Job Title : Program & Portfolio Management - Product Owner Client: Health Insurance Company Duration: 12 Months Location: Reston, VA 20191 General Information: Job Description - Purpose : Drives value to the business by building, managing, and maintaining a Product Backlog in collaboration with IT teams. Represents the business to the team, defining the business purpose and value. Defines the details and scope of the project for the product offering. Ensures that acceptance criteria are well-defined. Plays a key role in shaping the product direction, creating features, writing user stories, and innovating collaboratively through Joint Application Development (JAD) and other sessions. Essential Functions: 25% : Develop and align the Product Roadmap to strategic goals by working with internal/external customers and Stakeholders to analyze and document both business and technology needs. 25% : Engage with the Agile development team in defining and maintaining Product Backlog epics, breaking them into features, user stories, and acceptance criteria. 10% : Inform business decisions by drafting key objectives, strategies, and optimizing data usage. 10% : Partner with product and senior management to create, implement, and adjust the product to fit the company portfolio. 10% : Communicate the business needs to technologists, internal/external business partners, and ensure functionality and adoption of the product. 10% : Articulate the value proposition to clients and stakeholders. 5% : Research and analyze product roadmap, market, and users. 5% : Advocate for Agile methods and knowledge of new technologies and trends. Education Level : Bachelor's Degree Education Details : Product Management, Engineering, IT, or related field Experience : 4 years in business analysis, business development, solutions development, system analysis, or equivalent experience OR 2 years as a Product Owner In Lieu of Education : Additional 4 years of relevant work experience required in addition to the required work experience. Preferred Qualifications: Certified Scrum Product Owner (CSPO) Previous healthcare experience Advanced degree Knowledge, Skills, and Abilities (KSAs): Proficient in Agile methodologies Advanced in building product roadmaps Strong negotiation skills Advanced stakeholder management Strong problem-solving abilities Licenses/Certifications : Certified Scrum Product Owner (Preferred) The incumbent is required to disclose any debarment or event that makes them ineligible to perform work on Federal health care programs. Must work effectively in a fast-paced environment with changing priorities.
