POSITION RESPONSIBILITIES Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Serve as point of contact and subject matter resource and provide electrical engineering expertise for site assessment, scoping (planning), design, design submittal review. In addition, assisting organizational Contracting Officer's Representative (COR) with Requests for Information (RFIs), construction oversight, (review commissioning, startup, redlines) and project closeout. Provide recommendations on requirements for preliminary Statements of Work (SOW) for contracts to BPA manager. Assist in evaluating submittals for adherence to requirements; prepare written recommendations to BPA manager and CO / COR for review. Perform electrical engineering and design for low voltage (50V - 240V) electrical distribution system, lighting system, underground and overhead conduit and cabling system, distribution transformers, panel boards, and grounding system for new and existing facilities. Provide technical expertise, advice and recommendations to BPA manager, project teams, and stakeholders on all electrical aspects of assigned projects. Provide technical expertise, advice, consultancy and recommendations on the interpretation and implementation of technical policy directives and Standards for electrical and facilities engineering systems, including review of plans and specifications for projects. Apply expert judgment and develop new approaches to obscure electrical engineering problems for use by other disciplines, such as Architecture, engineering and other specialists. Review plans, specifications, and analyses (technical calculations) of design for accuracy and technical adequacy,and make recommendations to BPA manager for selection / implementation. Reviewand validate, electrical design drawings developed by outside contractors, related to changes and additions to new and existing facilities' electrical systems in BPA's facilities. Provide electrical engineering expertise to design alarm system for engine generators, HVAC systems, and gas detectors etc. Coordinate and provide technical consultation on the application of BPA standards and industry standards in procurement and application of various building facility electrical equipment. Perform research and development activities for all electrical systems and design concepts. Facilitate and promote the development of state-of-the-art applications and appropriate advancement of technology for low voltage (50V - 240V) electrical systems within BPA's substation facilities, telecom facilities, and non-EDF facilities. Provide expert electrical engineering consultation for the technical aspects of facilities design schemes and equipment. Identify and analyze problems associated with complex applications of low voltage electrical system for equipment typically located within a substation and telecommunication buildings, ensuring Code compliance and BPA Standard compliance. Provide clarification and technical direction to contract design firms or technicians on behalf of the Organizations' COR and per established process and criteria. Coordinate with various design teams on low voltage power distribution and power feed to high voltage substation equipment. Assist with the development, interpretation, and recommendation of engineering policies, design standards, technical requirements, application policies, and installation procedures for electrical systems and equipment used in BPA facilities. Conduct Station Service system (low to medium voltage distribution system) analyses utilizing software tools. Conduct short circuit and Arc Flash studies utilizing software tools. Facilitate, engineering, design efforts during design phase, and pre-construction planning for installation of electrical distribution equipment and other electrical systems in BPA facilities. Review projects and electrical systems under construction to assess the adequacy of construction in order to assure conformance to plans and specifications. Collaborate with stakeholder Organizations including Substation Design organization, Transmission Field Services (construction) organization, Pollution Prevention and Abatement organization, Cultural Resources organization, Safety organization, and others as needed to plan and execute facilities-related work with cross-project dependencies to help BPA management meet goals and objectives. Provide input and recommendations for electrical engineering requirements and technical design parameters in the development of building facility equipment (HVAC, Lighting, EGs, fans, sensors, monitoring, outlets, circuits, etc.), while verifying they meet all functional, operational, maintenance, reliability, and safety requirements, including National Electric Code (NEC) and National Electric Safety Code (NESC) requirements. Coordinate with BPA internal and external technicians to facilitate the completion and issuance of designs on schedule. Make recommendations on the application of the National Electrical Code and the National Electrical Safety Code to BPA's substation facilities, telecommunications facilities, and non-EDF facilities. Coordinate and facilitate planning and organization of projects - including troubleshooting design problems, resolving problems, and recommending appropriate design solutions. During project planning and design phase, perform print verification (as-built condition) in BPA energized substations and telecom buildings. The effort includes examination of panelboards, control panels, Generators etc. in substations and telecom buildings, while ensuring that the minimum safe approach distance for the appropriate voltage, per Code, is always adhered to. Visit existing BPA substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians or for on-site coordination and other construction meetings. Escort BPA employees and /or contractors that do not hold permits for access to BPA substations. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. REQUIREMENTS Education & Corresponding Experience (required on matrix) Bachelor's degree in engineering (from an ABET accredited school) is required. 10 years of work-related experience and knowledge of electrical engineering concepts, principles, and practices. Required Technical Skills & Experience (required on matrix) 7 years of experience with design and engineering of low and medium voltage systems in compliance with various Codes. 7 years of experience with Power Systems, power distribution, and utilization. This includes knowledge and design experience of transformers, panelboards, standby engine-generators, motors, lighting system, Fire Alarm system, cabling, and grounding etc. Knowledge of professional engineering theory and techniques sufficient to provide technical leadership in the design of electrical systems. Able to contribute to the creation of standards for design, operation, maintenance, including material and construction specifications relevant to the electrical system, incorporating industry best practices. Able to work independently and to prioritize assignments. Able to meet timelines, milestones, deliverables, and to provide timely status updates. Excellent understanding of Electrical Safety Standards, safety regulations, and code requirements (NESC). Excellent understanding of the National Electrical Code (NEC), which is crucial for ensuring compliance with electrical safety standards. Good familiarity of the different industry standards related to electrical design and installation such as the National Fire protection Association (NFPA), the Institute of Electrical and Electronics Engineers (IEEE), ANSI and others. Preferred Skills & Experience (optional on matrix) Ability to communicate effectively both orally and in writing, to develop and deliver briefings, statuses, reports, statements of work, and miscellaneous correspondence. Experience with electrical System Short Circuit, and Arc Flash Study. Experience with software programs such as: Easy Power - for short circuit and arc flash studies Bluebeam Revu Adobe Pro MicroStation or AutoCAD ProjectWise Additional Requirements (not required on matrix) Valid U.S. Driver's License is required.
