Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the development and sustainment of computer applications, supporting the full scope software development of activities including software design, software development, coordination with other developers including contractors, test plan development and test execution, creating documentation, installing/deploying software, information and software assurance, and support/maintenance. This job is open to The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Clarification from the agency All U.S. Citizens Videos Duties As a IT SPECIALIST (APPSW/INET) at the GS-2210-12/13 some of your typical work assignments may include: Serves as technical web application development expert, responsible for proving expertise and recommendations to the Branch Chief and other stakeholders on technology, usability, and accessibility. Leads development of methods and techniques for more efficient integration, analysis, control, manipulation, duplication, distribution, storage, and retrieval of architecture information and data Consults with customers and team to understand usability requirements. Translates requirements into user interface designs, prototypes and services. Ensures rigorous application of cybersecurity/information assurance policies, principles, and practices while liaising with the cybersecurity team to ensure web design and supporting virtual environment comply with all cybersecurity directives Researches technical capabilities of partner organizations, assesses capability of contract experts, and provides recommendations to Branch on potential information sharing solutions. Qualifications This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector: Participates in the entire software development life cycle to include project initiation, requirements gathering, software design, coding, testing, and deployment, and works directly with the contractor who develops software applications Assesses proposed changes to application design at any stage of development to incorporate new requirements, and assess and communicate modifications to cost, schedule, and performance to include guidance to higher level management regarding status and anticipated implementation efforts. Leads as Project Manager and provides oversight and management of application software development with associated integrated project development performed by contractor personnel. Participates in various team settings as an expert on software, agile principles, DevSecOps, cloud and the adoption of new technologies, as well as performing feasibility studies which evaluate proposals, requirements and roadmaps regarding modification, feature delivery, or replacement of new software, platform, and infrastructure. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector: Applies systems application software concepts and factors such as structured design, supportability, survivability, reliability, scalability, and maintainability, to ensure that applications are optimized with the latest technology and functionality. Serves as a technical representative on system development and design to advance, acquire, implement, and manage automated information systems, and assess contractor performance to ensure proper solutions. Evaluates and understands modern complex computer programs using modem programming languages such as HTML5, JAVA, Python, Ruby, GO, Service Oriented Architectures, and additional data integration and report generator software. Leads as Project Manager to integrating the capability development leadership team and providing recommendations to management regarding decisions as they pertain to technical risks and benefits. must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
