REQUIREMENTS AND PREFERENCES The Broward County Board of County Commissioners is seeking qualified candidates for Information Technology Specialist. **Broward County is not accepting attachments for this recruitment, including resumes or similar supporting documentation. This position is responsible for mission critical public safety client applications, as well as servers used to support the operation of the County wide Computer Aided Dispatch (CAD) system. Duties include delivery of emergency communication and technology services to Broward County's first responders, creating tactical/ strategic plans for short- and long-term goals, analyzing work processes, planning, recommending and implementing solutions and automation enhancements. Work involves end user feature and functionality planning, acceptance testing, and implementation, version upgrades, system maintenance, system configuration, and general oversight of the Regional Public Safety Application systems (CAD, AVL, ProQA Paramount, etc.), in cooperation with staff from the County, Sheriff, Municipal Police, and Municipal Fire Departments. Responsible for the integration of county-wide, multi-agency, multi-discipline, multi-jurisdictional software application operations and planning of long-range strategic evolution of the CAD and related application technologies and infrastructure to be regional and state-wide interoperable with other public safety departments. This will require subject matter expertise and self-directed research on features, functionalities, and innovation trends of CAD and other application systems, as well as, expertise on the functional use of the systems by the county-wide and potentially regional, and/or state-wide consortium of end users to leverage efficiencies and enhancements for the improvement of both the end user experience and elevated services to all participating communities. Proactive and collaborative approach with application vendors to provide advanced troubleshooting, identification and diagnosis of application issues, and input into the future roadmap of application enhancements to include beta testing as needed. General Description Manages large scale information technology projects. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Minimum Education and Experience Requirements Requires a bachelor's degree from an accredited college or university with major coursework in computer science or closely related field. (One year of relevant experience may be substituted for each year of required education.) Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience. Preferences Experience with emergency and non-emergency communications directly related to public safety call centers and dispatching Experience providing end user application support and troubleshooting Strong written, verbal, interpersonal, and presentation communication skills Experience with performing research, data analysis, and feasibility studies in order to ensure applications meet specific business and end user requirements Experience documenting and determining the impact of system changes and new systems on end users Experience with database administration Project Management Certificates (PMP, PgMP, or closely related field) Six Sigma Certifications (Green Belt, Black Belt, or Master Black Belt) Presentation or Training Skills in Mission Critical Public Safety Service and Applications Technical Writing or Documentation Skills DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Reviews County-wide information technology strategic direction, recommends approaches for incorporation of the emerging technologies when appropriate, and implements the approved approach. Reviews programming techniques and recommends information technology solutions, enhancement plans, and related cost-benefit comparisons. Supervises professional and technical personnel in assigned work teams or sections. Plans, organizes and implements approved emerging technologies. Administers County-wide technological specialty functions. Performs project management responsibilities for large scale complex information technology projects. Reviews systems designs, development of applications, and documentation for accuracy, timeliness, and adherence to departmental standards.
