Position Type: Non Instructional - All Titles/Supervising Engineer Date Posted: 11/16/2023 Location: Design and Construction - 351 NEWARK BOARD OF EDUCATION HUMAN RESOURCE SERVICES 765 BROAD STREET, NEWARK, NEW JERSEY 07102 ROGER LEÓN, SUPERINTENDENT SUPERVISING ENGINEER Office of Design and Construction (Pending availability of funds and Board of Education approval) The State District Superintendent invites qualified and interested persons to apply for the position of Supervising Engineer within the Office of Design and Construction. This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee. DEFINITION: Under direction, in one or more branches of engineering, supervises the field and office engineering work involved in the review, design, maintenance and construction of structures and/or systems; performs other related duties as required. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed. QUALIFICATIONS AND REQUIREMENTS 1. Graduation from and accredited college or university with a Bachelor's degree in Civil, Mechanical, Chemical or Electrical Engineering. NOTE: A Bachelor of Science degree in Engineering Technology (BSET) in a field related to Civil, Mechanical, Chemical or Electrical Engineering from an accredited college or university having a curriculum approved by the Accreditation Board of Engineering Technology may substitute for the above education requirement. NOTE: Possession of a Professional Engineers (PE) License issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the college degree. 2. Four (4) years of related experience in civil, mechanical, chemical or electrical engineering, one (1) of which shall have been in a supervisory capacity. NOTE: A Master's degree in Civil, Electrical, Chemical or Mechanical Engineering, or a Master of Science in Engineering Technology (MSET) in a field related to Civil, Electrical, Chemical or Mechanical Engineering may be substituted for one (1) year of nonsupervisory experience. 3. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. NOTE: Appointees may be required to possess a valid Professional Engineering (PE) License issued by the NJ State Board of Professional Engineers and Land Surveyors, particularly for positions assuming "responsible charge" over staff as defined by NJAC 13:40-1.3. BASIC FUNCTIONS AND RESPONSIBILITIES 1. Supervises the field and office engineering work involved in design, maintenance, and construction of highways, roads, streets, bridges, culverts, storm drainage systems, sanitary sewer systems, waste water treatment facilities, buildings, public grounds, mechanical systems, heating systems, cooling systems, electrical power delivery systems, electrical power generation systems, traffic control systems, interior/exterior lighting and wiring systems, water distribution/management or supply systems, environmental remediation systems and processes, and/or some other branch of engineering. 2. In some jurisdictions, may be responsible for the operations of the Engineering Division in the absence of the Department Head and the Assistant Department Head. 3. Plans, organizes and supervises field and office engineering work programs and activities. 4. Assigns, checks and supervises the work of lower level engineers. 5. Gives suitable assignments and instructions. 6. Conducts and/or directs investigations of conditions of facilities, structures and equipment as required. 7. May have responsibility for the determination of future projects and budget projections to be submitted for management approval. 8. May have responsibility for a large section advancing multiple programs, or for multiple sections. 9. May coordinate and prioritize activities between various sections and/or programs within a section to address competing needs. 10. Supervises the design/development, repair and maintenance of water management equipment and systems. 11. Coordinates flood control projects and maps out drainage systems for dealing with water flow. 12. Devises solutions to environmental problems, such as pollution control and remediation. 13. Supervises the maintenance of plant operation and improvement projects. 14. Estimates the quantities of materials that may be required and costs of specific maintenance projects. 15. Produces correspondence pertaining to engineering programs and activities. 16. Supervises the field and office engineering work involved in design, maintenance, and construction of highways, other roads or streets, and/or bridges or some other branch of engineering. 17. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. 18. Supervises the preparation of reports containing findings, conclusions, and recommendations. 19. Supervises the establishment and maintenance of records and files. 20. Will be required to learn how to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units. 21. Perform other duties and tasks assigned by supervisor. KNOWLEDGE AND ABILITIES 1. Knowledge of engineering problems involved in supervising the field and office operations of a staff engaged in the design, maintenance, and construction of structures and/or systems. 2. Knowledge of supervisory methods and techniques. 3. Ability to organize assigned large scale technical engineering and supervisory work and develop effective work methods. 4. Ability to give assignments to employees. 5. Ability to accurately estimate quantities and project costs. 6. Ability to supervise work operations and/or functional programs and effectively recommend the hiring, firing, promoting, demoting and/or disciplining of employees. 7. Ability to prepare accurate and informative reports. 8. Ability to maintain and supervise the maintenance of essential records and files. 9. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. 10. Ability to learn how to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units. 11. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. 12.
