Examples of Duties Definition of Responsibility Under general direction, ensures best practice administration of the social services component and supervises professional and support staff engaged in the practice of health and social services, aligned with given standards within the Health and Human Services Department. Examples of Essential Duties Plans and coordinates development of leadership skills training for Continuous Quality Improvement, designing and conducting public service leadership training, learning circles and performance management aligned with accreditation standards Interprets and assists in the development of standards, procedures, and policies governing the leadership functions and operation of the programs. Coordinates and develops projects relating to the enhancement of leadership skills, work safety and social work services of the programs. Integrates and coordinates the program activities with other agencies, institutions, and programs. Leads and coordinates regular interdisciplinary case conferences among programs. Selects, trains, supervises, and evaluates social workers and other professional and support personnel. Provides consultation to professional staff and outside agencies regarding supervisory and social work matters. Participates in the development and evaluation of supervisory effectiveness within the counseling or treatment programs for clients served and their families. Participates in the evaluation of supervisory notes reviews of clinical case record and identify training needs that may surface from trends in the review. Leads Performance Quality Improvement committees. Responsible for the organized and accessible maintenance of records and preparation of reports for the program assignments. Participates in the review of the budget as needed. Plans and coordinates leadership in Continuous Quality Improvement, designing and conducting public service leadership training, learning circles and performance management. Evaluates program effectiveness and efficiency. Interprets and assists in the development of standards, procedures, and policies governing the operation of the programs and quality improvement. Coordinates and develops projects relating to the social work aspects of the total program. Integrates and coordinates the program activities with other agencies, institutions, and programs. Selects, trains, supervises, and evaluates social workers and other professional and support personnel. Participates in the evaluation of patients/clients and develops counseling or treatment programs for them and their families. Examples of Other Duties Represents the agency or program at meetings and conferences. Participates in public relations and education regarding services provided. Performs other related duties as required. Qualifications Required Education and Experience Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education; Plus Four years' experience rendering professional social work services, two years of which were in a supervisory, consultant, or teaching capacity. Education beyond a master's degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Knowledge, Skills, and Abilities (Entry Level) Thorough knowledge of social work principles and practices. Some knowledge of accreditation standards. Thorough knowledge of supervision of program staff, case management and case record review. Knowledge of social work program administration and evaluation. Skill in supervising and evaluating professional and non-professional staff. Skill in planning, organizing, evaluating, and developing various trainings for both in person and virtual platforms. Skill in interpreting Federal, State, and local regulations, procedures, and guidelines. Skill in the preparation of written correspondence and reports. Ability to effectively integrate and coordinate the activities of the program with other programs and services. Ability to establish and maintain effective working relationships with all contacts. Knowledge, Skills, and Abilities (Full Performance) Thorough knowledge of applicable Federal, State, and local regulations, procedures, and guidelines. Thorough knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties. Thorough knowledge of the organization and operations of the department, County, and other agencies affiliated with the program. Skill in administering the social services program and its grants and budgets. Skill in integrating and coordinating the activities of the program with other programs and services. Skills in organizing trainings for in-person and virtual platforms from the development phase, researching updates in best practice, creating training calendars, setting registration links, availability of speakers as well as presenting, sending reminder notices and handouts, regulating registration and attendance records, alerting co-precentors for practice sessions, to following the Social Work standards in meeting CEU certification requirements and ensuring all schedules are met and certification received by participants timely prior to renewal dates. Creating link to the competency skills assessment of trainings established. Preparing post evaluation surveys and consolidating reports for presentation to both leadership and speakers on these surveys for continuous quality improvement of trainings delivered. Effective facilitation skills in groups and committees, that encourage engagement and delivery of timely outcomes from group members. Licenses and Certificates Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Work at the time of application. Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions within this classification at the time of appointment.
