Salary: $38,646.40 - $53,726.40 Annually Location : Kinston, NC Job Type: Full-Time Regular Job Number: 01255 Department: Public Services Division: Engineering Opening Date: 10/11/2024 Closing Date: 1/11/2025 5:00 PM Eastern Description Performs skilled technical work related to the design, planning and inspection of utility systems and public infrastructure, and related work as required. Work is performed under the moderate supervision of the City Engineer. Essential Functions Conducting construction inspection duties to ensure compliance with plans, specifications and standards; preparing and maintaining detailed records and files. The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Inspects water and sewer construction projects for compliance with plans, specifications and standards. Tests materials during construction; ensures compliance with all policies, rules, standards and regulations. Prepares necessary reports and works closely with developer or contractor to ensure project is in compliance with City planning and policy; provides technical assistance to public contractors and City departments. Inspects installation of all new pipe to storm sewer, sanitary sewer and water line systems. Inspects repairs to existing utility systems. Prepares preliminary as-builts. Inspects City street construction and resurfacing projects. Reviews plans and specifications for private construction projects. Completes applications for permits to excavate within City rights-of-way and inspects permit sites. Performs topographic, preliminary, construction and boundary surveys independently using Robotic Total Station. Records and maintains detailed field notes. Cuts and removes brush from line of site: removes manhole covers. Installs iron stakes and flags to mark property corners: locates property corners for customers and businesses. Performs related tasks as required. Minimum Qualifications General knowledge of construction practices, techniques, materials and equipment relating to public improvement projects; general knowledge of engineering plans, specifications and drawings; ability to read and interpret plans, specifications and blueprints and to compare them with various aspects of construction in progress; ability to detect errors in construction projects; ability to maintain accurate records; ability to effect satisfactory compliance with specifications and standards; ability to establish and maintain effective working relationships with contractors, property owners, associates and the general public; general knowledge of drafting, instruments and drafting methods; general knowledge of the principles and practices of land surveying, engineering mathematics and principles and practices of civil engineering as it relates to assignments; skill in the use of surveying and drafting instruments and related equipment; and ability to perform precise survey work and reduce field notes to useable information. Associates Degree in Engineering Technology, Construction or related field, or extensive experience in construction/engineering fields. Possession of an appropriate driver's license valid in the State of North Carolina. Physical Demands This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, frequently standing, walking and using hands to finger, handle or feel and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires distance vision, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to extreme cold (non-weather) and exposure to extreme heat (non weather); work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment).
