Position Summary: Lead the periodic review and maintenance of AAMVA's cost allocations, including indirect costs and joint direct costs. Lead the indirect cost rate management process and provide direct support to develop the annual Incurred Cost submission for AAMVA's cognizant agency. Lead the indirect cost rate and cost allocation forecasting process, including impacts on revenue and profit. Support the monthly grant/contract billing process as well as indirect cost rate billing true-ups for Federal awards once final rates are obtained. Monitor compliance impacts per the CFR, FAR, etc. Provide analysis and reporting to give leadership insights into rate performance, risks, and recommendations. Essential Duties and Responsibilities: Support the indirect rate restructure project to analyze potential future-state scenarios, determine cost accounting practice (CAP) changes, and quantify cost impact to applicable contracts. Lead the periodic review of AAMVA's cost allocations and any updates required in the financial systems. Manage the compilation and submission of AAMVA's annual incurred cost proposals and provisional billing rate packages to AAMVA's cognizant agency. Manage the monthly indirect rate monitoring and intra-year forecasting efforts including rate monitoring, model development/revision, analysis, and variance identification and investigation. Research regulatory interpretations on issues arising from application of CFR/FAR, federal agency-specific compliance, and other relevant federal/state & local cost accounting guidance. Respond to ad hoc requests to address control issues on new business processes impacting government compliance and/or indirect rates. Support the monthly billing process for grants/contracts as well as the periodic final indirect cost rate billing true-ups. Support the financial reporting requirements for grants/contracts e.g. SF-425s. Managing and maintaining documentation related to the life cycle of grants and contracts. Direct Report(s): N/A QUALIFICATIONS Formal Education: BA/BS in finance, accounting, or related field required. MBA a plus. Knowledge, Skills and Abilities Required: At least 5 years of relevant experience in Federal contracting including, but not limited to a degree of working knowledge of: Cost accounting structures and practices 2 CFR 200 and/or Federal Acquisition Regulations (FAR) Indirect cost rate management for government contractors Intermediate and/or joint direct cost allocations Experience with modeling alternative indirect cost rate restructures and quantifying cost impacts as a result of cost accounting practice changes. Experience with MS Excel modeling and proficiency with hands-on experience creating, modifying, or updating scenario-based financial models, reports, and analytics. Systems Experience with Cognos, and Sage Intacct a plus. Highly skilled in MS Excel required. Must be experienced in and successful in making effective presentations to executive staff to support decision-making and resource allocation, which requires strong analytical, oral, and written communication skills. Ability to work cooperatively with staff at all levels across various operation groups. Must have discretion with handling confidential or sensitive information. Must have the ability to multi-task in order to oversee multiple projects at one time.
