MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are EITHER: 1. A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below*; OR 2. A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below**. PROMOTION: Current NYSED State employees must have a New York State Professional Engineers license and current registration, AND one year of service as an Assistant Engineer (Electrical). COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Professional Engineer 1 (Electrical) AND possess a New York State Professional Engineer's license and current registration. Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter. Information about this examination for this title series can be found at: Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-22 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications of EITHER: 1. A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below*; OR 2. A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below**. *Qualifying degrees: Computer Engineering, Computer Engineering Technology, Electrical and Computer Engineering, Electrical Engineering, Electrical Engineering Technology, Electrical and Electronics Engineering, Electrical Power Engineering, Electronics Engineering, Electronics Engineering Technology, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. **Qualifying experience: One year of full-time engineering experience in electrical systems. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration. Duties Description The New York State Education Department's Office of Education Policy is seeking candidates for a Professional Engineer 1 (Electrical) position in the Office of Facilities Planning. This office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in NYS, exclusive of New York City. Under the direction of a Professional Engineer 2, the incumbent will be responsible for review and approval of engineering construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following: • Review construction documents (drawings, specifications, and other supporting documentation) for conformance with NYS Uniform Fire Prevention and Building Code, NEC, NFPA, Commissioner's health and safety regulations, NYSED's Manual of Planning Standards, and other applicable rules, regulations and standards prior to the issuance of a building permit. Reviews will focus on projects involving the following scopes of work, but may expand into other engineering categories such as mechanical and plumbing as needed: o fire alarm and fire suppression systems; o lighting and automated controls; o power; electrical service and distribution; o emergency lighting and exit signs; o emergency communication systems; o security, cameras, and access control; o emergency generator and battery systems; o solar photovoltaic and alternative power systems; o public address (PA); internet; phone; theatrical lighting and sound; etc.; • Review and approve contract change orders submitted for previously approved projects; • Provide technical assistance to school districts, architects and engineers working on public school projects; • Interpret codes, rules, standards, and regulations where necessary; • Respond to correspondence from a wide range of individuals, including parents, citizens, school administrators, consultants, and legislators; • Supervise and develop Assistant Engineer (Electrical), SG-20 staff to grow professionally; • Work collaboratively with other agencies, such as NYSERDA, NYPA, DEC, DOH, DPS, and utilities on energy generation/efficiency and climate change policies; • Facilitate the adoption of school programs such as solar or alternative energy systems; electric school buses; decarbonization and electrification of school HVAC systems; and • Perform special assignments as required, such as research, drafting regulations, and establishing standards. Additional Comments CONDITIONS OF EMPLOYMENT: These will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of New York State Professional Engineers license will be required at the time of interview for all candidates. Candidates are required to possess a New York State Professional Engineers license and current registration at the time of hire. Continued employment as a Professional Engineer 1 (Electrical) is dependent upon maintaining New York State Professional Engineers license and current registration. Failure to maintain a New York State Professional Engineers license and current registration will result in removal from employment. This position will require (5%) in-state travel. These positions lead to a maximum salary of $111,897 based on annual performance advances.
