Essential Job Functions: Performs cost analysis, budget formulation, tracking, and reporting related to complex financial management support tasks. Skills: • Must have experience with government budget process and life cycles that includes specific knowledge of various types of funds. • Knowledge of Congressional and OMB budget processes, procedures, and requirements to formulate, justify and monitor the execution of the agency's administrative budget. • Possess a high degree of skill in analyzing and comparing budgets and programs actions to recommend the best use of funds. • Possess comprehensive and detailed knowledge and understanding of governing budgetary policies, precedents setting decisions, procedures, and regulations, to assure that the budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. • Knowledge of analytical processes that is appropriate for conducting cost-benefit analysis, depreciation, pro-ration of revenues and costs, and identification of trends in the use of funds. Strong analytical and policy analysis backgrounds. • Experience developing project schedules and budgets, managing resources, and coordinating efforts of multiple, diverse service providers, and tracking progress against achieving agreed upon milestones and deliveries. • Ability to gather data, compile information, and prepare reports and briefings. • Working experience with data warehousing, extraction, and integration methodologies in medium-large scale computing environments. • Knowledge of Federal accounting processes that is appropriate for conducting reconciliations (Federal/Non-Federal documents, Cash, Grants, and SF 132/133), database entry and query, financial data analysis, researching abnormal balances, advances, TIER and accounting period closures. • Ability to gather accounting data, compile information, and prepare and analyze month end CFO certification report. • Experience in monitoring and executing funding documents to include inter-agency agreements, purchase requests and other procurement documents. • Excellent communication, written, and organizational skills. Ability to multi-task and respond to quick turn-around requests. • Superior skills with Microsoft Office Programs (Access, Excel, Word, and PowerPoint). Qualifications: (what are the required minimums for the position) Master's degree Eight years of budgeting and financial management experience.
