This position is required to oversee, lead, and support technical projects for the Internal IT department at VITA, including the management of various critical, complex, and large portfolios and projects for the business units within the agency. These IT projects require extensive Project Management (PM), Vendor Management and oversight experience and as it relates to information technology including responsibility for overall direction, planning and coordination, implementation, execution, control, and completion of projects and ensuring their compliance with VITA and Commonwealth of Virginia strategies, goals, and business objectives. This position is responsible for assuring VITA technical projects adhere to the Systems Development Life Cycle (SDLC), analysis and application development standards, and business processes to manage the full application development life cycle; Commonwealth Project Management Standards and Guidelines to include reporting using the Commonwealth's Technology Portfolio (CTP); security and other Commonwealth of Virginia security, data and other standards/processes, industry best practices as well as following Internal IT processes and requirements. This position is responsible for Project Scope, Time, Cost, Communication, Project Personnel Resources, Stakeholder, Organizational Change and Procurement Management in addition to VITA's PMD Major and non-major project compliance. This position is responsible for overseeing, establishing, and executing strategy and work plans for the technical and implementation development teams to meet changing needs and requirements. This position may require interaction with all levels of government, vendor community, VITA's internal managers, customers, and the public. This position may at times also work with VITA's & Governor's Office & Enterprise Services management assisting in managing the VITA Application Project Portfolio, as requested, and provides input and support to other projects, as requested. Overall position responsibilities include providing leadership, staff and vendor management, project oversight and accountability, and input to the performance management process. The position ensures that technical solutions meet the business requirements/objectives, and the services are satisfactorily implemented. Minimum Qualifications Considerable experience in information technology portfolio, project and program management including developing the charters, plans, scope, as well as managing and identifying risks and controlling the budget and schedule. Considerable experience in coordinating and facilitating project management and steering committee meetings as needed for the project, as well as weekly status reports for C-suite executives and sponsors. Considerable experience with business, process, and workflow analysis including documenting the resulting requirements as well as assuring they are achieved. Extensive experience in information technology including demonstrated ability to supervise a staff of technical professionals in a web environment as a technical PM or a technical manager. Demonstrates exceptional analytical and problem-solving abilities, with a robust understanding of business and technical concepts. Possesses critical thinking skills and comprehensive knowledge of project management principles. Knowledge of Quality Assurance (e.g., Test Plans, Test Scripts) and best practices. Considerable experience in procurement and vendor management to include experience with the development of RFP proposal documents, development of solicitations, performing present value, change order, and payment schedule analysis for vendor proposals, evaluation of supplier proposals, & sourcing strategies. Knowledge of technical platforms and integration approaches between various types of systems. Experience in Commonwealth project management methodology. Demonstrated experience working cooperatively in a team environment. Considerable experience in meeting deadlines and prioritizing duties. Demonstrated excellent communication skills, both verbal and written, along with strong presentation and customer service abilities (both hard and soft skills). Considerable experience in working effectively with stakeholders at all levels. Additional Considerations PMP and Scrum Master certification. High-Risk Project Management experience ($2M and above).
