Examples of Duties Under general supervision, facilitates, coordinates and expedites the development, design, review, approval, and construction of County capital building projects and renovations. Plans, coordinates, and manages capital projects. Manages the work of consultants, contractors, and others. Coordinates project tasks with the work of other departments. Administers capital improvement construction contracts. Coordinates work between contractors, consultants, County agencies, and other components of local government. Arranges and conducts meetings with consultants, contracts, and the public. Performs field inspections of sites. Establishes and manages capital budgets and schedules along with determining the method of contract delivery on construction projects. Reviews, approves, and comments on consultant proposals, plans, designs, and specifications to ensure compliance with County standards and objectives. Utilizes GIS and computer aided drafting and design to make recommendations for solving technical design problems. Maintains records and prepares reports of program activities. Administers County "on-call" construction contracts. Coordinates all activities for the completion of a capital project, including the acquisition of all furniture, fixtures and equipment. Visits job sites where repair, renovation, or installation work is performed to ensure timely completion of projects. Inspects work done by County maintenance workers and private contractors. Maintains records of labor hours and materials used to complete project. Oversees the utilization of space in County facilities and any relocation of County offices. Qualifications Possession of a high school diploma or an appropriate equivalent plus six years' experience in sub-professional engineering, construction, construction inspection, or a closely related field. Licenses and Certificates Possession of a valid driver's license equivalent to a noncommercial class C Maryland driver's license is required at the time of appointment. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions. Paid Leave Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement. Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally. Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year.
