Salary: $59,425.60 - $82,596.80 Annually Location : Kinston, NC Job Type: Full-Time Regular Job Number: 01257 Department: Public Services Division: Engineering Opening Date: 07/29/2024 Closing Date: 1/30/2025 5:00 PM Eastern Description Performs professional work involved in the design, construction, inspection and maintenance of a variety of public works and utility facilities, and related work as required. Work is performed under the moderate supervision of the Engineering Project Manager. Limited supervision may be exercised over temporary employees. Essential Functions Overseeing and participating in the design of streets, utilities, storm water and other City facilities. Develops project manuals and plans for projects designed in-house. Receiving and responding to engineering questions and problems presented by the general public; responds to questions from and provides information to regulators. Provides engineering solutions to questions presented by associates and elected officials. Administers special project budgets. Administers the City's storm water program; develops annual storm water reports. Oversees and participates in construction inspection activities performed by outside contractors; acts as project manager on various projects. Administers and/or supervises the administration of contracts for the City. Produces engineering and/or architectural plans using AutoCAD. Develops and reviews engineering and compliance reports. Performs related tasks as required. Minimum Qualifications Bachelor's degree with coursework in engineering, or related field and minimal experience in engineering work, or equivalent combination of education and experience. Possession of or ability to obtain Engineer-In-Training certification. Proficient in Microsoft Office Software. Possession of an appropriate driver's license valid in the State of North Carolina. General knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned. General knowledge of modern methods and techniques as applied to the design of public works and utility projects. Ability to perform engineering computations and to make recommendations on engineering problems and planning. Skill in the use of civil engineering instruments and equipment. Skill in the use and application of computer aided design software. Ability to communicate complete ideas effectively, orally and in writing. Ability to calculate complex cost reports. Ability to establish and maintain effective working relationships with City officials, associates, contractors and the general public. Physical Demands This work requires the occasional exertion of up to 25 pounds of force; worker is frequently sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a very quiet location (e.g. park trail, storage or file room).
