Summary As a Supervisory Contract Specialist, you will serve as the supervisor for a team of Contract Specialists in the Great Lakes Region, Public Buildings Service, Acquisition Management Division (AMD) within a designated Branch. Location of position: Public Building Service, Acquisition Management Division We may be filling one vacancy, but additional vacancies may be filled as needed. Videos Duties The Acquisition Management Division provides acquisition policy guidance, oversight, and support to PBS organizations for services and construction acquisitions and some supplies. This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Cleveland, OH; Cincinnati, OH; Columbus, OH; Indianapolis, IN; Springfield, IL; Detroit, MI; Grand Rapids, MI; Minneapolis, MN; St. Paul, MN; Milwaukee, WI. You may be eligible to request to telework one or more days a pay period depending upon the terms of the agency's telework policy. Duties include but are not limited to: Provides supervision and direction to a group of subordinate contract specialist and is responsible for the timeliness, technical excellence, and conformance to requirements of GSA policy, regulations, and standards for all projects assigned. Responsible for overseeing and coordinating the successful operation of professional and technical staff engaged in all phases of pre-award, award, contract administration, and termination phases of procurements to meet the service, construction, supply and equipment needs of client activities. Resolves problems and controversies presented by subordinates. Closely works with Acquisition Management Division (AMD) Procurement Analysts, Supervisory Contract Specialists to ensure sound communications and information exchange between subordinate staff members. Coordinates program operations with other GSA and outside organizations involved in the PBS service delivery process. Meets with heads of other units, both within and outside of the branch and/or division, as needed, to resolve problems, negotiate changes, establish standard procedures or assure compliance with regulations as required. Assists the supervisor in formulating long-range organization plans within and beyond contracting requirements or needs. Provides input and recommendations concerning projected operations, significant trends, recurring problems and similar management concerns. Provides input on team operations for periodic management, program, workload and financial reports. May participate in providing input for the Division's annual operation plans and budget requests. As a senior Contract Officer on the team, possesses a permanent unlimited warrant and performs the most complex and/or high profile procurements impacting the team. In this capacity, oftentimes plays a key strategic or consultative role with high level customers, agency officials and other technical staff on highly sensitive and/or emotionally, politically or economically charged projects. As needed, performs the full range of pre-award and post-award procurement functions, planning and conducting the contracting process from the description of requirements through contract delivery. In this regard, responsibilities may include performing any or all of the following duties for contracts that are personally executed or administered: developing an acquisition plan; reviewing and clarifying requirements; determining the method of procurement and developing a procurement plan; soliciting, evaluating, negotiating and awarding contracts to furnish products or services to Government agencies; performing cost and price analysis for assigned procurements; conducting briefing and conferences with interested parties at various stages of the procurement; administering contracts and assuring compliance with the terms of the contracts and terminating contracts by analyzing, negotiating and settling claims and proposals. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience utilizing contracting regulations, policies, and procedures to: •Perform the full range of pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance-based acquisitions, or multiple award schedules. •Defend pre-award and/or post-award protests, contract claims or contract disputes. •Analyze difficult contracting issues to identify alternative courses of action. •Provide input and recommendations regarding recurring problems, management concerns and team operations. •Work as part of an effective, integrated project team as well as work collaboratively with junior contract specialists and coworkers.
