GENERAL STATEMENT OF DUTIES The primary purpose of this job is to provide medical care through the following clinics: Primary Care, Maternity, Family Planning, STI and/or Refugee Care. DISTINGUISHING FEATURES OF THE CLASS The employee in this position performs medical acts in direct patient care by evaluating, diagnosing, treating, and prescribing for a wide variety of medical and psychosocial conditions with varying degrees of complexity. It is necessary to review, evaluate, and expand upon the work and findings of the health care team to provide individualized health care for each patient. Examples of Duties DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include, but are not limited to: Identifies subjective data and risk factors crucial to the patient's medical care and formulates an individualized plan of care for the patient. Performs a complete physical examination on both pregnant and non-pregnant women including all body systems; identifies any abnormalities and clearly documents findings. Orders, interprets, manages routine and non-routine laboratory tests; recognizes implications of abnormals and orders appropriate plan of care. Diagnoses medical conditions, formulates plan of care, and appropriately treats (including surgical and other invasive procedures), prescribes, and/or refers for patients' total health care. Manages all methods of contraception including emergency contraception; performs a wide variety of medical acts and renders emergency care if need arises (including CPR, treatment of shock, treatment of anaphylaxis). Manages complete ante partum care of pregnant women independently and renders emergency care if need arises (including CPR, fetal delivery, treatment of shock, treatment of anaphylaxis). Teaches patients and their families about their health needs and how to care for themselves to achieve improved health outcomes. Other duties as assigned. RECRUITMENT STANDARDS Knowledge, Skills, and Abilities Knowledge of Public Health principles, practice, laws, and ordinances. Extensive knowledge of health issues, including women's health issues related to contraception, reproductive disorders, healthy lifestyles, disease prevention, and primary care health issues. Extensive knowledge of principles and practices of Natural Family Planning, Fertility Awareness, and evaluation of infertility. Knowledge of advanced medical theory, practice, principles, and techniques/skills obtained through education and experience. Knowledge of anatomy and physiology; physical assessment principles; techniques for collection of laboratory specimens and principles of interpreting results. Knowledge of epidemiology and prevention of disease/illness. Knowledge of quality improvement and assurance standards. Knowledge of other health and social agencies and medical specialist. Knowledge of Current Procedural Terminology, International Classification of Diseases 9th Revision, Health Systems Information Services, and Health Care Finance Administration Common Procedure Coding System. Ability to establish and maintain effective professional relationships with public, co-worker, and other agencies. Ability to interpret and explain the value of the service and obtain cooperation from the client and the public. Ability to function independently and make accurate decisions based on sound principles of practice. Ability to perform physical assessments, perform medical acts, collect a wide variety of laboratory specimens with strict adherence to quality assurance and distinguish normal versus abnormal findings. Ability to make diagnoses, formulate plan of care, and appropriate treatment for patient's medical condition. Ability to interpret public health laws and regulations. Ability to accurately document and communicate patient feedback from clients to verify understanding of oral instructions and ability to share information with other staff and physicians. Ability to demonstrate skills to other staff members and students. Ability to make decisions to comply with mandatory coding for medical services. Minimum Qualifications: Graduation from a Physician Assistant program approved by the N.C. Board of Medical Examiners and preferably one year of experience as a Physician Assistant; OR licensed as a Registered Nurse by the NC Board of Nursing, graduation from a Nurse Practitioner program approved by the N.C. Joint Subcommittee of the Board of Nursing and Board of Medical Examiners, and preferably one year of experience as a Nurse Practitioner. National certification as a Physician Assistant or Nurse Practitioner is required. Must have a reliable means of transportation for job related travel. SPECIAL QUALIFICATIONS: Documentation of immunity to: measles, mumps, rubella, and chickenpox, per CDC recommendations. Screening/proof of Hepatitis B immunity, as recommended by the CDC. Supplemental Information Preferred Qualifications : Physician Assistant or Family Nurse Practitioner with training and experience in Primary Care, Public Health and/or Women's Health. New graduates will be considered. Physical Demands: An employee in this position must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motion. The employee must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Working Conditions: Work consists of inside environmental conditions. Hazards include a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. May Require Driving: This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
