Overview: Illuminate seeks an exceptionally qualified Collection Requirements Manager to support an ongoing government customer. The Collection Requirements Manager (CRM) Mid supports the various intelligence disciplines (SIGINT, HUMINT, GEOINT, and OSINT, as well as multi INT capability) to satisfy analytical information required by the Joint Staff (JS)/J26 and Deputy Directorate for CRM missions to provide Secretary of Defense (SECDEF), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders (CCMDs), Department of Defense (DoD) Components, Services, and the JS. This information supports production of national level military intelligence products, intelligence requirements and future capability development analysis. Illuminate supports the US national security community and its allies with a wide range of analytic and cyber effect solutions that accelerate informed decision made in the telephony, IP messaging, cyber, and multi-source arenas. Responsibilities: Research, validate, and submit Multi-INT collection requirements. Create collection strategies Monitor supported command or agency production satisfaction regarding satisfaction of collection requirements Collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer. Assess the value of collected intelligence versus the customers need(s) and decision making. Assist in developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings. Identifies collection gaps, related trends and opportunities; assesses collection options, tests assumptions, and produces judgements, recommendations and solutions to refine collection Evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers. Qualifications: Clearance: Top Secret//SCI Polygraph: current Counterintelligence (CI) polygraph BA or MA degree with 5 years experience in the US Intelligence Community or military intelligence experience. Possess knowledge of the following disciplines SIGINT, GEOINT, MASINT, HUMINT, and OSINT Familiar with multiple collection discipline processes, systems, and capabilities employed for collection Be proficient in tasking systems and application used in various collection disciplines. Expected collection tools will include Collection Requirements Analysis Tool for the Enterprise (CRATE), Multidomain administrative Graphical Interface for CDIR (MAGIC), Counterintelligence and HUMINT Requirements Reporting and Operations Management Environment (CHROME), RIGHTMS, OSCARMS, National SIGINT Requirements Process (NSRP) and GEOINT Information Management Services (GIMS) Possess working familiarity with Record Message Traffic (RMT) and Analytical Notebook.
