The Team Youll Work With: The NYC Mayors Office of Equity (MOE) was established in 2022 and serves as New York City governments centralized equity office. Focusing on developing critical, equity-driven strategies across our diverse communities, MOE includes the Commission on Gender Equity (CGE), the Young Mens Initiative (YMI), and the NYC Unity Project (UP) as well as multi-agency bodies like the Pay Equity Cabinet (PEC) and the Taskforce on Racial Inclusion & Equity (TRIE). New York City voters passed three ballot measures in November 2022 to embed racial justice in the heart of City government. The Mayors Office of Equity is hiring several new staff to develop and lead the successful implementation of these ballot measures and help realize a vision of racial equity in New York City. MOEs staff develop innovative programs, policies, initiatives, and campaigns designed to measurably reduce disparities and promote Diversity, Equity, Inclusion & Accessibility (DEI&A). As a critical part of the mayors efforts to build a stronger and healthier city, MOE works across City agencies and external partners to effect meaningful change. Every MOE staffer plays an integral role in our unrelenting commitment to equity. The Problems Youll Solve: As a senior leader reporting to the Chief Administrative Officer, you will oversee and manage the day-to-day functions of the Mayors Office of Equity budget and support the Chief Administrative Officer on contracting processes. The office is undertaking significant transformation and growth, so you will play a key role in establishing new policies, procedures, and processes related to budget planning and management. Responsibilities: - Works with Office leadership to ensure alignment between office budget and strategic priorities. - Develops and implements systems, processes, policies, procedures, and guidelines, including the creation of templates and other tracking tools, to allow for a consistent and equitable system of budget planning and management. - Oversees all financial matters relating to the office's budget, including personnel and other costs. - Maintains projected payroll expenses and oversees budget expenses for the offices day-to-day functions. - Ensures compliance with citywide rules and oversight regulations and guidelines. - Reviews and submits financial transactions for approval, monitors expenses and spending patterns, and implements measures to promote adherence to budgets and accentuate fiscal wellness. - Conducts quantitative and qualitative analysis of budgets, expenditures, funding requirements, outcomes, and cost-effectiveness. - Serves as a liaison and collaborative partner to internal and external stakeholders with regards to budget matters and ensures consistent review of budgets through recurring reports representing budgetary, purchasing, and expense data. - Provides regular reporting to leadership tracking progress of spending, presenting budgetary issues, developing tracking systems and projections that evaluate financial impact to office and operations. - Oversees the preparation of expense budgets by working with counterparts at the NYC Office of Management and Budget (OMB) on the development of financial plans, budget reconciliation, modification, and review. - Oversees the budgetary needs and expenses of all new as well as ongoing projects, handles budget allocation, prepares budget proposals, and works with appropriate leadership for approval. - Works closely with colleagues on tasks in the Citys Financial Management System (FMS) and manages coordinating efforts with agency partners, staff, and other entities on budget management responsibilities, as required. - Supports the Chief Administrative Officer on the offices contracting needs, including but not limited to, preparation of solicitation for contracts and managing the offices use of Citys procurement platform (PASSPort). - Manages, edits, and writes briefing documents and analysis for internal and external purposes, as necessary. - Coordinates with Chief Administrative Officer on internal audits and makes recommendations. - Works closely with office leadership to coordinate responses to auditing. About You: - Eight to ten (8-10) years of full-time professional experience, including four to five (4-5) years of full-time experience in budgetary planning/management, financial analysis, or a related field. Experience doing so within New York City or New York State government preferred. - Relevant degree such as public administration, business administration, economics, finance, or a related field preferred. - Experience in budget monitoring/administration, specifically the City of New Yorks budget process. - Fluency with Citys Financial systems and reporting, in particular Citys Financial Management System (FMS) and PASSPort. - Strong proficiency in Microsoft Excel, Word, PowerPoint, and dataset analysis. - Skillfully translate policy or programmatic priorities into budget priorities. - Demonstrated presentation and data analysis skills including the ability to gather and synthesize large amounts of information and to focus quickly on the essence of an issue. - Communicate budgetary or contracting issues with clarity that enables senior leadership problem-solving. - Excellent organizational and time-management skills, including the ability to take initiative, problem solve, balance competing priorities, work independently, pay close attention to detail, meet deadlines, and work well under pressure. - Experience with and comfortable building new systems and using significant prior budget experience and expertise to establish best practices at the outset of a new organization. - Comfortable shifting strategies to meet needs and adapting to changing circumstances. - Enjoy employing creativity in identifying and implementing novel solutions to problems, rather than limiting participation to executing a routine set of technical tasks. - Demonstrated commitment to diversity, inclusion, equity, and accessibility. - Prior lived and/or work experience in communities facing historical oppression will contribute to your ability to help the office meet its racial justice mission. - Demonstrated commitment, competency, and familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, and/or Pacific Islander communities in New York City, or other marginalized groups. - Excellent interpersonal skills, a strong ability to work well with others in a diverse team environment, and an enthusiastic work ethic. Salary: The City of New York Office of the Mayors compensation package includes a market competitive salary and exceptional benefits. Our cash compensation range for this role is $100,000-$120,000. Final offers may vary from the amount listed based on candidate experience and expertise, and other factors.
