Salary: $150,000.00 - $170,000.00 Annually Location : Andover, MA Job Type: Full Time Job Number: T25018 Department: DPW Administration Opening Date: 10/03/2024 Closing Date: 11/3/2024 11:59 PM Eastern Minimum Hours per Week: 36.25 Description The Director of Public Works provides leadership and management for the Town of Andover's Department of Public Works and manages the operations and services of the following functions: Engineering, Highway, Parks, Grounds and Forestry, Vehicle Maintenance, Recycling & Solid Waste, the Spring Grove Cemetery, and the Water and Sewer divisions. The Town of Andover operates a Water Treatment Plant, providing water for Andover and North Reading, has a municipal cemetery, emphasizes customer service, maintains an accelerated water main replacement program, is currently engaged in the implementation of a sidewalk master plan, and prioritizes beautification and maintenance of public spaces, business districts, and grounds. The Director of Public Works, alongside the town administration, oversees an operating budget of approximately $30,000,000 and a capital budget of approximately $10,000,000. Responsibilities Major Focus Areas Oversee activities, programs, and budgets for all Public Works divisions, make recommendations for improving service delivery and/or the efficiency of the department. Direct the design and construction of public works projects through the Engineering division and determine the scope and schedule of maintenance/repair projects. Provide engineering services to all Town departments as required. Monitor work by outside engineering and construction firms to ensure compliance with town specifications. Coordinate with town, state, and federal officials on public works projects. Plan and direct the operation of the Water Treatment Plant, wastewater pumping stations, distribution systems, and reservoirs, including sanitary sewerage collection systems, storm drainage, and road construction improvements. Maintain public spaces, municipal grounds, and downtown areas to the highest standards. Participate in the town's Emergency Management Working Group, including being available and providing leadership during storms and emergencies. Lead, coach, and manage the department, fostering development to further departmental outcomes. Cultivate collaboration and cooperation within the department and with other town departments and stakeholders. Oversee department goals and strategic initiatives; develop programs and services to enhance quality. Promote a safe working environment by providing regular safety training for all staff. Develop and defend budgets before the Town Manager, Finance Committee, and Town Meeting; expend funds per policies; monitor budgets and ensure compliance. Manage the department in a manner that ensures that it meets the evolving expectations of the community and remains a leader in adopting industry best practices and emerging technologies. Provide professional support to boards and committees. As a department head, consult with the Town Manager and other leaders to coordinate services. Maintain knowledge of industry trends through networking, seminars, and literature. Supervise procurement of department equipment and vehicles per town protocols. Perform other related duties as assigned. Qualifications Recognize town-wide priorities and support them as part of the Senior Management Team. Conceptualize and implement goals for the department. Expertise in public works management concepts and techniques. Knowledge of civil engineering principles and water/sewer systems. Familiarity with M.G.L. Chapter 149 and Chapter 30B. Leadership, organizational, and supervisory skills. Proficiency in financial management. Effective communicator: ability to market programs, build positive relations, and engage with a wide variety of people. Experience working with resident boards within a Town Manager framework. Extensive background in snow and ice removal. Supervisory Responsibilities Supervise 50+ staff directly and through division managers. Work Conditions More than half of work in an office setting. Exposure to temperature extremes, noise, and odors during site visits. Travel for meetings and other community-related events. Evening meetings and weekend work as required. Supplemental Information Education and Experience Qualified candidates will have extensive and progressive experience and knowledge in public works administration, engineering, and water treatment plant operations. An advanced degree in civil engineering, environmental engineering, or public administration is desired. Registration as a Professional Engineer is desired and licensure as a drinking water supply facility operator is a plus.
