Job Description: Campus Title: Director, Facilities and Operations State Job Title: Director Department: Facilities and Operations Job Code: HA6000 FLSA Status: Exempt Funding: Bargaining Unit: APA Job Type: Full-Time, Permanent Timeframe: 52 Weeks Shift: Monday-Friday, 8:00 am to 4:00 pm Regular Days Off: Saturday and Sunday (Must respond to emergency calls on campus on a 24-hour basis, as necessary) Supervision Received: Reports directly to the Associate Vice President (AVP) of Capital Planning and Facilities Supervision Exercised: The Director of Facilities Operations will supervise University Facilities Operational departments to include but not be limited to grounds, painters, electricians, carpenters, plumbers, locksmiths, and mechanics. In the absence of other Facilities and Operations management staff, the Director of Facilities Operations may be asked to supervise other Facilities and Operations personnel on a temporary basis. Salary: $109,000.00 to $119,000.00 (salary commensurate with education and/or experience) General Statement of Duties: Under general administrative direction of the AVP of Capital Planning and Facilities, this position is to provide leadership and direction; to plan, manage, and oversee the activities and operations of the Facilities & Operations department including operational planning, construction, renovation, repair, and maintenance of buildings, facilities and equipment. The Director will coordinate with the Director of Environmental Services and other facilities staff when assigned to large renovation or repair projects. The Director will be responsible for the maintenance and repair of buildings and building systems. Duties will include scheduling of work and scheduling of staff who are assigned to routine preventive maintenance and construction projects. The Director of Facilities Operations will make recommendations on equipment purchase and care, develop and manage area budgets, and order supplies and equipment. Duties and Responsibilities: Duties include but not limited to: Essential: Schedules work of employees. Monitors and adapts schedules depending on University needs. Supervises and evaluates employees assigned to the department. Monitors and is responsible for the work order system. Ensures that work orders are completed in a timely fashion reducing the number of aging work orders. Develops staffing patterns. Maintains and repairs buildings and grounds as required. Make regular inspections of buildings, grounds, and University systems to ensure that they are safe and in good repair. Oversees or delegates Grounds foreman to ensure campus grounds are properly maintained. Oversees or delegates effective summer employment program for part-time and student employees to meet summer project schedule deadlines. Oversees campus beautification program with assistance from the AVP of Capital Planning and Facilities. Schedules and supervises Operations workers assigned to large campus maintenance and construction, as necessary. Orders supplies and equipment necessary for departmental work. Approves or denies requests for supplies and equipment. Maintains inventories of equipment and supplies. Prepares reports, work orders and other documents as required. Provides professional direction to employees as required. Assists with the preparation of bid specifications for contracted services. Assists with the supervision of outside contractors and construction projects as assigned. Responds to emergency calls on campus on a 24-hour basis, as necessary. Reviews construction specifications, plans, and contracts. Ensures that all direct reports and their staff review and comment on specifications, renovations, and construction projects. Assists in preparation of and monitors departmental budget. Administers and oversees the operational budgets as well as develops and monitors the capital budgets. Coordinates and works with the state building inspectors for compliance in all applicable buildings. Ensures that deficiencies are tracked and promptly corrected. Works with building inspector on CO's for each building prior to fall classes based on inspector's availability. Provides and coordinates the resources for staff training in all safety areas. Ensures training records are kept and licenses are up to date. Issues trench and hot works permits in accordance with Div. of Occupational Safety with the Director of Environmental Health and Safety. Responsible for air quality testing as needed and works with staff to mitigate problems due to issues with infrastructure failures and/or emergency events, working in conjunction with the Director of Environmental Health and Safety for direction. Coordinates fire alarm and system testing, generator testing, and all building related regulatory testing. Creates and maintains a list and schedule of all tests needed for operations and tracks dates to ensure all required tests are being budgeted and completed. Coordinates hood inspections with the Director of Environmental Health and Safety. Inclement Weather Procedures: Oversees and manages staff on appropriate action to be taken to ensure that snow and ice removal procedures provide a safe passage for those using the University. Ensures roadways and walkways are properly maintained during inclement weather. Oversees, manages, or delegates snow and ice removal team and duties. Works closely with the Director of Facilities to help coordinate snow removal activities. Requirements: Qualifications: Bachelor's degree or 10-15 years' experience in facilities, trades, or construction, preferably in higher education facilities. Must demonstrate working knowledge of preventative maintenance and campus utility systems, building mechanical systems, energy management, controls, HVAC, lab and safety equipment, plumbing, electrical, fire alarm, and fire protection systems. Must have demonstrated experience of direct supervision of 20-30 staff. Supervision in a unionized environment a plus. Experience working with various software systems such as Microsoft Office, Excel etc. Knowledge and understanding of local, state, and federal building laws. Knowledge and understanding of state procurement laws. Must become MCPPO certified within one year of hire. Additional Information: Salary: Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
