LTS is seeking a highly skilled and experienced IT Program Manager to lead and oversee the successful execution of complex IT initiatives for the United States Census Bureau. The ideal candidate will possess a strong strategic mindset, exceptional project management skills, and a proven ability to drive results. This role requires a collaborative leader who can effectively manage multiple projects, build strong relationships with stakeholders, and deliver exceptional outcomes. The successful candidate for this role will be engaged in various projects from inception and throughout to ensure successful timely delivery; within budget, while providing the highest level of customer satisfaction. You will provide day-to-day oversight for federal programs to ensure that the overall scope, cost, and business/technical requirements are understood, implemented, and monitored. The Infrastructure Program Manager will also play a critical role in business development initiatives by leveraging existing networks while establishing and maintaining relationships with key stakeholders and customers. This position is hybrid with a minimum of 3 days at the customer site in Suitland Maryland and the other days remote. Responsibilities and Qualifications: Lead projects involving the implementation and integration of service delivery solutions and tools. Manage infrastructure related projects and provide oversight of all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial). Manage the integration of vendor tasks and tracks and reviews vendor deliverables. Establish lifecycle replacement plans for managed hardware, software, and networking equipment. Develop and maintain project plans, budgets, and schedules, ensuring projects are delivered on time, within scope, and within budget. Collaborate with contractor employees to track projects, task completion, and deliverables via, Weekly, biweekly, and monthly reporting. Monitor departmental goals and initiatives and utilize metrics, key performance indicators, and service level agreements for driving performance. Identify and manage project risks and issues, proactively seeking solutions and escalating as needed. Interface with all areas affected by the project including end users, computer services, and client services and drive decisions across to stakeholders at all levels, including senior management. Proactively research and recommend courses of action to prevent problems and to maintain high infrastructure service levels for the user community. Validate and determine IT plans by participating in IT strategy planning activities, bringing a current knowledge and future vision of infrastructure technology and systems and best practices as related to the needs of the client(s) and assess the relative impact of IT industry trends on current and future enterprise infrastructure needs and projects. Participate in the development of high-quality proposals in response to government solicitations and RFP's. Team Management/Leadership: Supervise, build, and lead high-performing project personnel/teams involved in all aspects of project activity, fostering a collaborative and results-oriented environment. Drive accountability by assigning responsibilities and oversees the successful completion of all assigned tasks and maintains customer contacts to ensure conformity to all contractual obligations. Collaborate with technical teams to ensure successful project delivery, providing guidance and oversight on technical aspects. Ensure adherence to quality standards and reviews project deliverables by monitoring team performance, providing constructive feedback and coaching for continuous improvement. Ensure that the employees are adhering to all federal and agency policy and procedures. Ensure that employees are maintaining necessary training to support Census Systems and emerging technologies. Technical Competencies: Network infrastructure components, protocols, and security best practices. Systems and Tools integration. Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems. In this role, you will lead and manage a variety of IT projects, with a specific focus on initiatives involving: Identity Management & Domain Services Network Infrastructure and Security Services Mobile Services Operations and Maintenance of Network Services Architecture and Design Strong understanding of project management methodologies such as (Waterfall, Hybrid, Agile, Scrum), tools, and best practices. Network Operations experience in NOC and SOC environments. Security Operations, including Identity Management Domain Services, Network Security, & POA&Ms. Requirements: Must be a U.S. Citizen. Bachelor's Degree in a related field or equivalent years of experience. Minimum 8 years of related experience, 4 of which must be in a supervisory role. Government contracting and program management experience. PMP certified preferred. Must have extensive experience and knowledge in successfully managing large-scale programs and portfolios of at least 25M in size. Must be customer-centric with a successful history in understanding/addressing customer needs and concerns to provide innovative, efficient, sustainable solutions for the program. Must have strong financial management experience - P&L, growing margins, etc. Successful growth-oriented leader with the ability to drive organic growth through re-compete wins and new business. Proven track record of successfully managing staff of at least 30 FTE's, cross-functional teams, subcontractors, and multiple projects simultaneously. Proven ability to conduct market research to identify trends and potential opportunities to successfully drive growth of our government contracting portfolio. Solid experience in proposal writing, development, forecasting, pricing, and negotiation. Demonstrated experience with managing performance metrics that must conform to KPIs. Must have a keen sense in leveraging existing networks to develop strategies for growth and sustainment. Demonstrated ability and experience managing multiple enterprise technical environments efficiently and effectively. Strong networking, relationship building and communication skills. Excellent analytical, interpersonal, writing, and presentation skills. Proficiency in Microsoft (Office Suite, Excel, PowerPoint, Visio, Teams) and CRM software.
