Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Under the direction of the Principal Accountant, AR and Associate Director of Accounting, this position will provide financial and administrative management of complex government and private grants. This position will play a key role in LAHSA's management of financial resources to meet Department and funder objectives, by forecasting financial performance against original projections and highlighting areas of opportunity and risk to various stakeholders. This position is responsible for monthly funder requests, financial analysis, forecasting and reporting, as well as supporting the Principal Accountant, AR and Associate Director of Accounting, with accounting transactions and cost controls. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Essential Job Functions Plans and conducts highly complex and sensitive research assignments by working with multiple programs/departments using analytical methods to provide recommendations to the Principal Accountant, AR and Associate Director of Accounting. Create monthly funder requests and processing accounts receivable. Review monthly financial reports, check for accuracy of coding, and facilitate the creation of any necessary corrective journal vouchers. Prepare closeout documents for all LAHSA grants to ensure all eligible expenditures have been reimbursed, all cash has been requested and received in a timely manner, and all savings have been identified and reported to the grantors. Communicate information and ideas clearly and concisely, both written and oral. Prepares various confidential documents and reports affecting the department for presentation to the Director of Finance and prepares the presentation for a wide range of audiences (e.g., Executive Management, Commission, Stakeholders and the public). Evaluates the financial standing of various programs by independently comparing program outcomes to goals to determine performance. Provides results of the analysis and recommendations to the Associate Director of Accounting for consideration. Be solution oriented to identify lessons learned or redirect efforts. Perform various administrative duties such as creating and maintaining grant specific financial reports for the Associate Director of Accounting, Director of Finance and CFAO; formatting documents, and ensuring departmental policies and procedures are being followed and all work done complies with established guidelines and requirements. Participate in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable Federal, State, County and City regulations. Assist in establishing, implementing and maintaining internal controls and accounting policies and procedures of LAHSA. Examine, analyze and interpret accounting records to determine next steps in collaboration with other departments. Offer innovative enhancements to department operations. Analyze and interpret financial data and recommend changes to improve systems and financial performance. Assist auditors and grant monitors during annual financial audits. Assume other responsibilities as designated by the Director of Finance, Associate Director of Accounting and Controller. Knowledge, Skills & Abilities Strong analytical and reporting skills. Excellent interpersonal and communication skills with all levels of staff. Strong verbal, written, organizational, analytical and project management skills. Highly proficient in the use of Microsoft Excel, Power BI, Access, and Word. Demonstrated ability to complete automation projects using advanced techniques in Excel and Access Strong time management skills which include prioritizing assignments and meeting deadlines. Read, interpret and apply laws, rules, regulations, policies and/or procedures. Evaluate information against a set of standards. Think logically in analyzing and solving problems. Perform mathematical tasks rapidly and accurately. Demonstrate attention to detail. Maintain appropriate confidentiality with regards to individual client information, as well as agency information. Work well independently or as a member of a team. Experience with VBA programming (Preferred) Training & Experience Proven professional experience and educational background. Work Schedule: This position is currently in a hybrid schedule. While schedules are subject to change, the current requirements are that staff work onsite no less than two times a week. The Chief Executive Officer or designee may change the schedule of positions between hybrid or fully onsite, as necessary to accomplish LAHSA's business needs. Life Insurance LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP. Voluntary Group Life Insurance LAHSA offers employees this voluntary group life insurance through Lincoln Financial. Long Term Disability LAHSA pays 100% of the premium for long term disability coverage through ADP. Public Service Loan Forgiveness (PSLF) Program Eligibility LAHSA is considered a government employer for the PSLF Program. Pension Plan LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire. Deferred Compensation Plan LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes. Time Off Administrative Leave Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below. Vacation Vacation is earned according to each month of service commencing with the employee's initial date of hire. Less than five (5) years of employment, eighty (80) hours per year. Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year. More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year Maximum accrual of vacation leave is 200 hours. Sick Leave Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
