Summary This position is located within the Office of Defense Nuclear (NA-20), Office of Nonproliferation and Arms Control (NA-24), Office of Nonproliferation Policy (NA-244) in Washington, DC, which develops and implements programs, strategies, and policies to address enduring and emerging nonproliferation challenges and opportunities. Duties As a Foreign Affairs Specialist : The incumbent is responsible for supporting the review and analysis of proposed U.S. exports related to direct or indirect assistance to engage or participate in the production of special nuclear material to ensure consistency with U.S. laws, regulations (10 CFR Part 810), policies, and objectives. In implementing this responsibility, the incumbent will interact with other U.S. departments and agencies, multilateral organizations, and foreign governments concerning effective means to implement governmental regulations and requirements; and manage national laboratory activities that support primary and related duties. Additionally, the incumbent may be tasked with supporting other Nonproliferation and Arms Control and Office of Nonproliferation Policy duties, as assigned. The incumbent's anticipated work scope is significant and includes managing time intensive reviews and, in many cases, statutorily required engagement with industry, the interagency, Congress, and high-level DOE/NNSA officials up to and including the Secretary of Energy. This work requires quick but careful and error-free turnaround of these packages. The work can be of a highly variable nature as each request has its own specific requirements, and an understanding of evolving policy requirements as well as the legal foundation of the work is essential to its success. This position also requires sound knowledge of interagency processes and relevant positions, as the work typically cuts across NNSA and the interagency. The incumbent will develop Congressional reports and prepare responses to Congressional and Freedom of Information Act (FOIA) requests, when necessary. The incumbent will be expected to exercise appropriate judgment in supporting the review and implementation of existing precedents, legislation, and broad agency policy statements to develop new or improved approaches to advancing NPAC programs and priorities, and to apply these skills in ensuring effective programmatic and budgetary metrics are met on a timely and regular basis. Additionally, the incumbent will be expected to contribute to the DNN annual fiscal budget building process by providing strategic insights and experience to ensure that budgetary requirements are reconciled with DNN and NPAC strategic objectives. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience applying export control laws, regulations, policies, and procedures; building relationships with governmental and non- governmental counterparts (e.g., U.S. government departments and agencies and including foreign governments, non-governmental organizations, or commercial entities) and/or with U.S. entities with foreign interests (e.g., U.S. Federal organizations that work on foreign policy, U.S. industry working with foreign governments, etc.); developing or implementing foreign policy; and leading negotiations with foreign counterparts. Examples of Specialized Experience: Any experience in the area of exports, imports, and/or the licensing of proliferation-sensitive technologies (e.g.10 CFR Part 810), materials, and equipment. Any experience representing the U.S. Government on delegations that meet with foreign counterparts, governments, international organizations, or U.S. companies "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Combination of education and experiencecourses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in 1 above, plus appropriate experience or additional education. OR 3. Experience - four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
