The purpose of this position is to manage the planning, development, coordination, administration, and review of all day-to-day operational activities associated with the talent acquisition and employment functions of the College. The position will ensure that programs and activities are developed, managed, and reviewed using a data-driven approach that sets priorities for improvements aligned to ongoing strategic imperatives. Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale. Minimum Requirements: Master's degree in Business, Human Resources, Management, or related field required. Seven (7) years of full-time experience in recruitment (at least three years of direct talent acquisition experience) and a minimum of three (3) years of staff supervision/management required. Current PHR, SPHR, SHRM-CP, SHRM-SCP preferred. Class Specific Essential Duties: Provide leadership and supervision. Develop and implement goals and objectives in coordination with senior management. Implement strategies related to operation and services. Evaluate the effectiveness of policies and procedures to ensure consistency. Hire, supervise, advise, and evaluate assigned staff. Prepare, analyze, and provide reports on miscellaneous subjects, as requested. Serve as liaison between College departments, vendors, government agencies, and/or other external organizations. Manage operating budget for assigned division or function, as required. Position Specific Essential Duties: Manage the talent acquisition and recruitment processes for exempt and nonexempt positions. Proactively source candidates and build a diverse talent pipeline. Manage all steps in the formal recruitment process, including, but not limited to posting jobs on job boards such as LinkedIn, Indeed, and ZipRecruiter, attending job fairs, sourcing and screening candidates, checking applicants' references, interviewing candidates, and managing the Search Committee process. Oversee all screening and pre-employment requirements and prerequisites, including, but not limited to testing, examinations, certifications, background checks, and fingerprinting. Review and approve all selection decisions and ensure compliance with applicable laws, regulations, college policies, and college procedures. Develop and assign fair and equitable salary offers in compliance with internal pay practices. Manage and ensure the positive applicant experience from pre-hire through onboarding. Ensure the NeoEd pre-employment/application process is organized, complete, and easy to follow. Ensure emails sent to applicants are clear, concise, and welcoming. Ensure the candidates are regularly updated on their status throughout the application process. Ensure the successful candidate is notified of the official hiring decision in a timely and professional manner. Assist the successful candidate, as needed, in the entire onboarding process, ensuring the candidate has access to New Hire Orientation, benefit and technology information, CCBC policies and procedures, and supervisory contact information. Ensure the hiring manager is aware of the new hire onboarding checklist, making sure there is a smooth transition from Human Resources to the Hiring Manager. Develop, build, and maintain relationships with a variety of key organizations and institutions, diverse recruitment contacts, and talent acquisition resources. Manage vendor relationships for recruitment advertisements and analyze results to determine the most cost-effective methods that yield the largest returns. Develop policies, procedures, systems, and strategies to improve the efficiency and effectiveness of the College's acquisition, recruitment, and onboarding processes. Work to fulfill CCBC's commitment to diversity by collaborating with senior management and HR/Diversity staff to develop, implement, and evaluate recruitment and marketing strategies to attract and retain a well-qualified and diverse workforce for all categories and levels of positions. Develop and direct the collection of relevant analytics and generate reports to track hires, transfers, and promotions to assess the impact and effectiveness of diversity efforts. Plan and organize career fairs and related events, promoting CCBC's brand and identifying, tracking, and pursuing top candidates. Research, develop, advise, consult, and train CCBC supervisors, staff, hiring managers, search chairs, specialists, and committee members, and other employees regarding the hiring process, federal and state employment laws, regulations, and the CCBC recruitment processes and tools. Collaborate with recruitment staff and management to forecast current and future workforce needs. Work collaboratively, taking a lead role, with Human Resources colleagues to complete the annual Affirmative Action Plan (AAP). Supervise, motivate, train, develop, and provide leadership to talent acquisition/recruitment staff. Provide superb customer service to internal and external customers, using effective listening skills and ensuring timely research and follow-up through resolution. Respond to emails and phone calls within 24 hours and participate effectively in collegiate discussions, ensuring positive interactions with employees at all levels of the organization.
