BASIC FUNCTIONS: The primary functions of this position are overseeing, directing, and planning the operation of the Office of Parking and Transportation within budgeted constraints and meeting the parking and transportation requirements of the University and Howard University Hospital. SUPERVISORY ACCOUNTABILITY: Parking & Transportation Manager, Parking & Transportation Coordinator, additionally assists with overseeing a large staff of shuttle/parking personnel and staff. NATURE AND SCOPE: Internal stakeholders include students, faculty, and staff throughout the University. External stakeholders include vendors, professional associations, and potential clients for shuttle/parking services. PRINCIPAL ACCOUNTABILITIES: Oversee and direct the processes supporting the development, implementation, and maintenance/improvement of cost-effective Transportation Demand Management (TDM) programming for HU, emphasizing the minimization of structured parking development. TDM, as used here, refers to strategies designed to enhance the utilization efficiencies of transportation resources. Cost-effective, as used here, refers to the economically prudent use of institutional and other resources to obtain the transportation programming efficiencies sought. Responsible for overseeing and directing, through the Parking & Transportation Manager and staff, to safeguard the campus community against violators of the parking system. Ensures program efforts are strategically aligned with the university's and department's values, vision, mission, and stated goals. Determines customer service level goals. Oversee the management of the parking capacity of thirty-seven parking lots, three thousand five hundred eighty parking spaces (3,580) inclusive of the Howard University Hospital. Oversee the management of the delivery of route services (shuttle services) connecting seven on and off-campus routes, utilizing sixteen shuttle buses, with a monthly ridership of twenty-seven thousand five hundred riders (27,500). Oversees the enforcement of the Parking Policies, oversees the management of the design, issuance, and accountability of citations, towing of vehicles, and suspension of parking privileges. Supervises analysis of regulations for parking to determine if reasonable, non-preferential, prejudicial, discriminating, and otherwise in the best interest of the University and the public (i.e., enhances customer satisfaction, defines the organizational relationship, promotes financial feasibility, and encompasses jurisdiction of new and evolving programs, systems, facilities, etc.). Prepare and manage the parking budget for implementation and fiscal sustainability. Propose and implement changes that improve services to university constituents within budget. Provide preliminary budgets for one-five- and ten-year planning purposes. Track parking capacity and usage. Audit parking revenues and various reports. Plan and manage changes to the parking system, including changing or closing lots. Assist in designing future parking areas (lots and garages). Evaluate the effectiveness and cost-efficiency of existing services. Analyze opportunities to provide existing and improved services at a lower cost. Implement measures to ensure timely, quality services. Provide clear, concise communications to users, including publishing clear, easily understood rate schedules for services and options. Addresses updating the parking policies annually for presentation to the parking advisory committee. Coordination of efforts to identify and actualize ongoing alternative revenue streams for the PTS. Alternative revenue streams, as used here, mean revenues derived from sources other than the parking user fees and citation fines that have traditionally been the funding source for PTS programs. Oversees and evaluates activities of the parking enforcement staff through the supervisor for an area daily. Interfaces evolution of administrative policy with operational recommendations. Ensures citation design is completed in the proper time frame for parking permit bidding. Ensures that all athletics and special events are appropriately staffed, equipped, and supplied to maximize customer service and revenue. Coordinating, developing, implementing, and maintaining benchmark and other performance-metrics data regarding PTS programming to support accurate analysis of the utilization, economic, and environmental impact efficiencies gained or lost because of program adjustments. Collaboration with institutional, local, and regional administrators, agencies, and constituencies for developing, implementing, and maintaining effective integrated TDM and environmentally sustainable transportation and alternative access programs serving CU-Boulder. Collaboration with the HU Committee on Energy, Environment, and Sustainability (CEES) and the campus' Conservation Officer regarding strategic planning for general campus transportation system programming designed to support achieving HU's reduced greenhouse gas emissions goals. Developing and implementing cost-effective PTS programming to support achieving HU's reduced greenhouse gas emissions goals. Performs other job-related duties as assigned. CORE COMPETENCIES: Intermediate to advanced knowledge of Microsoft Office products, including Word, Excel, Outlook, and PowerPoint. Enhanced skills in the use of both oral and written English with the ability to read technical literature, write administrative reports, and provide public presentations that are succinct, persuasive, and articulate. Ability to handle confidential information and manage multiple projects and issues concurrently. Excellent public and customer relations skills with the ability to use tact, diplomacy, and decorum. Ability to negotiate and successfully navigate internal and external politics. Ability to work a flexible schedule and be on call as needed. Ability to work inside/outside, in hot/cold temperatures, and noisy, uncomfortable, and potentially hazardous environments. Ability to establish and maintain harmonious and effective work relations with department senior officials, staff and security personnel, students, university officials, staff, faculty, outside agencies, and the public. Supervising subordinate staff. Coordinating activities with other internal departments and external agencies and vendors. Developing and monitoring budgets. Managing projects. Preparing various reports related to operational activities, including statistical analysis. Monitoring compliance with applicable policies, procedures, rules, and regulations. Utilizing computer technology for communication, data gathering, and reporting activities. Valid driver's license. Ability to supervise personnel. Ability to prioritize a varied workload. Ability to establish and maintain effective and harmonious work relations with faculty, staff, students, and customers. MINIMUM REQUIREMENTS: Bachelor's Degree or equivalent and four (4) years of experience in the management and administration of facility operations; or master's degree and two (2) years of experience; or, in place of the above, the equivalent combination of training and experience.
