Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: Responsibilities This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Office of Administration, Finance Division, Accounting Operations Branch, in Sterling VA. The incumbent serves as the Accounting Operations Branch Manager. 1. Supervises, plans, organizes, and directs a staff of accountants and financial specialists. Develops staff goals and objectives and evaluates operation and services of the Branch. 2. Directs the day-to-day accounting operations for BSEE and the Bureau of Ocean Energy Management. Guides and reviews all aspects of operations to ensure timely and accurate recording and processing of financial data. Identifies, defines, and analyzes problems and develops solutions. 3. Oversees the Government travel card business line and the audit and payment of temporary duty travel reimbursements and relocation travel claims. 4. Develops and implements procedures, guidelines and standards related to the financial management operations. 5. Serves as the financial expert on accounting operations. Provides guidance and responds to questions from program officials and others on financial management policy and procedures. 6. Represents the bureau on Departmental teams and workgroups and in discussions with other DOI entities and other Federal Agencies on accounting and financial issues and systems solutions. Salary Range Information (Per Annum): GS-14: $139,395 -$181,216 *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. See Qualifications Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying a working knowledge of accounting principles, standards, and practices to identify, analyze, and resolve accounting/financial problems and to complete accounting and financial analyses including reconciling accounts; 2) Demonstrated experience with International Treasury Services, Secured Payment Services, and Systems Applications and Products ERP Central Component (SAP ECC) with emphasis on accounts payable, funds management and general integration; 3) Interpreting and executing laws, regulations and changing policies directly related to financial management including prompt pay; 4) Participating actively in Departmental teams to improve processes and procedures and implement government directives. 5) Seeking out continuous improvement opportunities and fostering and adaptive workplace culture to encourage innovation and increase customer service.
