Summary: Summary The Project Manager is responsible for offering financial support services to FMD, encompassing financial administrative support that aids the organizations daily financial operations. Essential Functions Accountants and Auditors - Examine, analyze, and interpret accounting records to prepare financial statements, give advice, or audit and evaluate statements prepared by others. Install or advise on systems of recording costs or other financial and budgetary data. Analyzes and evaluates the effectiveness of programs and operations in meeting established goals and objectives, analyzing program performance data to identify impact; Provides programmatic advice and guidance to staff regarding the analysis, planning, and development of overseas safety programs; Review submitted mishap reports, identify root cause and add any corrective actions as necessary; Plans and leads assessments to identify design criteria, scopes of work, specifications, cost estimates, and drawings for newly identified locations for program implementation. Competencies See Essential Functions Supervisory Responsibility This position oversees the day-to-day activities of one or multiple team members. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to remain in a stationary position 75% of the time. Occasionally moves about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Frequently moves standard office equipment up to 25 pounds. Must be able to work indoor conditions 90% of the time. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of Work This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need. Travel Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected. Experience Minimum 3 to 5 years of resolving fatal accounting checks and submitting accounting data within TIER, CARS, or Governmentwide Treasury Account Symbol (GTAS) within a designated deadline. At least 3 to 5 years of experience submitting accounting data within the TIER, GTAS, or CARS. Have a working knowledge of Federal Government, DHS, or the USSS fed. financial management practices and requirements. Minimum of 3 years experience supporting a fed. financial management division or an organization that functions similar in the federal government, preferably with DHS or USSS (not required). Minimum of 3 plus years experience providing federal business process reengineering, strategic program management, communications, change management and financial operations support, understanding and applying applicable finance and accounting federal laws, regulations, standards, and guidance. Ability to manage multitask projects of high complexity. Minimum of 3 plus years experience that shows a proficiency and understanding of federal or DHS specific financial management processes and requirements such as sub ledger and general ledger activity, Journal Vouchers (JVs), reconciliations, accruals, payment certifications, IPAC, invoicing, Invoice Processing Platform (IPP), intragovernmental transactions, property plant & equipment (PP&E), capitalization, depreciation, financial statements, etc. A minimum of 3 years experience in supervisory principles and practices to direct, review, and evaluate the work of subordinate personnel. The Program Manager shall be capable of planning, directing, and coordinating the work of the technical personnel involved. Education Bachelors Degree with relevant coursework and/or training, such as accounting, business, finance, program management, data analytics, or similar.
