Summary : Responsible for the security posture of the credit union, overseeing and coordinating security efforts across the credit union ensuring the full protection of people and assets, digital and electronic, in compliance with local, state and federal regulatory, and legal requirements.Identifies and achieves protection goals, objectives and metrics in support of the corporate strategic plan, and in a manner consistent with credit union mission, vision and values.The focus of this position is:1) Prevention, 2) Recovery, and 3) Education. Essential Duties and Responsibilities: Strategic Planning: Advances the credit union security posture and corporate productivity with the use of new technologies, such as self-service biometric capabilities; digital vault combinations; or artificial intelligence, to name a few.Maintains an understanding of external trends, the financial services industry, and the regulatory environment; discerns fraud / security implications or corporate vulnerability of those external factors; and translates the implications into actionable plans.Responsible for developing, implementing and communicating long- and short-term fraud / security prevention plans, and associated policies and procedures, designed to prevent fraud and security breaches and lapses; recover losses that may occur; and equip others with the knowledge to detect abnormalities or deviations from normal patterns. Leadership and Development - Establish an environment to support staff in achieving defined goals, productivity, accuracy and efficiency.Ensure the mission, core values of the credit union and cooperative principles are put into practice within the department.Demonstrate APGFCU leadership, cultural, and behavioral standards by modeling expectations. Carries out leadership responsibilities in accordance with the organization's policies and applicable laws.Responsible for all areas of talent development for departmental staffing including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; promoting, rewarding and disciplining employees; addressing complaints and resolving concerns.Consult with Human Resources about all employee relations matters and staffing strategic career paths for the professional development and promotion of employees within the credit union; ensure smooth transitions during management changes.Coach and mentor direct reports in preparation for succession planning.Develop a cohesive department, coordinating activities of assigned areas. Technology/Equipment/Research: Ensures teams are equipped with the technology, equipment and resources needed to achieve the strategic goals of the credit union.Responsible for continuously moving the department to more efficient technologies.Ensures the adequacy of departmental business continuity plans. Budget Management: Create, monitors, allocates and reconciles department budget.Forecast anticipated expenditures as needed. Project Management: Lead, facilitate and coordinate project work within and across business units, ensure project deadlines are met and implementation and results are achieved as designed.Collaborate cross departmentally to prioritize solutions, and act as project lead where applicable. Security Function: Oversees corporate security programs both physical and digital, and ensures adequate security safeguards are in place, routinely identifying and implementing improvements.Collaborates across functional areas to promptly and thoroughly identify and investigate, in accordance with policies and procedures, those activities which pose security risks, identifying trends or new forms of fraud or threats, and determining the facts pertaining to the protection responsibilities include asset protection, workplace violence protection, access control systems, video surveillance and the like. Maintains external network to stay current with trends and acts as a liaison to local, state and federal law enforcement agencies on matters relating to fraudulent, illegal, or improper activities, providing evidence for prosecution and potential restitution of losses.Work with external consultants for independent security audits. Compliance and Enforcement: Remain current and be knowledgeable of modern fraud and security theories and practice, both physical and digital, and strong working knowledge of pertinent local, state and federal law and the law enforcement community, as it relates to the credit union.Knowledge of risk assessment procedures, policy formation and role-based authorization methodologies, authentication technologies, and security attack pathologies. Routinely review journals, articles, publications, and other material; attend appropriate seminars; and maintain a professional external peer network to be apprised of regulatory changes, emerging trends pertaining to the security function Training: In collaboration with internal and external educational resources, ensures a safe and secure mindset permeates credit union staff through ongoing training, refreshers, articles, and discussions involving a range of topics including, but not limited to, loss-prevention, social engineering, physical threats, and fraud.Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable). / Qualifications: To perform this job successfully, an individual must be able to perform each essential duty requirements listed below are representative of the knowledge, skill, and/or ability required.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Education :Related degree; Masters preferred. Equivalent to a Bachelor's Degree in Criminology or certifications in lieu of education. Certified Fraud Examiner, (CFE), is a plus but not required. Experience: 12 years of experience in physical security and criminal investigations as well as awareness of digital security and risk vulnerabilities within an organization; or equivalent combination of education and experience. Knowledge, Skills, and Abilities: Results: Ability to develop long term corporate strategic security plans; translate those plans into executable tactical actions; and motivate others to meet or exceed goals. Communication & Interpersonal: Requires exceptional oral and written communication and interpersonal skills. Ability to make public presentations on behalf of the credit union, and represent the credit union with polish and poise, including when under pressure.Must be able to establish and maintain effective working relationships at all levels of the organization and externally. Teamwork and Collaboration: Must be able to work independently toward general results, while not losing sight of ones role as a member of the overall team.Requires strong leadership, facilitation and consensus building skills in order to rally people around a common goal, and produce high quality results.Self-starter, highly organized, and able to work well at all levels of the be able to work a flexible schedule and travel occasionally. Problem Solving & Decision Making: Ability to obtain, analyze, interpret, and communicate information and statistical data using current office software and hardware.Must have the ability to be resourceful, creative and apply sound analytical skills in order to make decisions that withstand the test of time. Reasoning Ability: Ability to define problems, collect data, establish facts, draw valid conclusions, and take appropriate action.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Physical Demands and Work Environment: While performing the duties of this job, the employee is regularly required to sit and talk or hear.The employee frequently is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms.The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl.The employee must occasionally lift and/or move up to 50 pounds.Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.The noise level in the work environment is usually security function works in support of a 24 X 7 X 365 operation, and the incumbent may often be required to work outside of normal business hours, involving pressing situations or considerable urgency.This position requires a well-balanced approach to scheduled and unscheduled hours, including prompt travel to all credit union locations.
