Job Description / Essential Elements: Lynwood USD Director, Classified Personnel CLASS CODE SALARY $11,675.00 - $14,188.00 Monthly $140,100.00 - $170,256.00 Annually REVISION DATE April 17, 2023 Basic Function The job of Director, Classified Personnel is done for the purpose/s of supporting the Superintendent, Board, and department administrators in leading to increase student achievement for the purpose of developing and implementing services and programs and achieving operational goals; directing human resource programs and services for classified personnel; ensuring the principles of the Merit System are adhered to in the recruitment processes of the classified employment system; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines; and serving as a member of the Extended Cabinet. This job reports to PERSONNEL COMMISSION. Representative Duties ESSENTIAL DUTIES: Administers a wide variety of personnel policies and employment agreements (e.g. Personnel Commission Rules and Regulations, labor and employment contracts, compensation schedule, etc.) for the purpose of conforming to district and PC policies, and relevant laws, contracts, and agreements. Analyzes, coordinates, and supports HR functions and processes for the purpose of ensuring high quality applicants and rapid filling of vacancies. Communicates with other administrators, personnel, outside organizations, etc. for the purpose of coordinating activities and programs, resolving issues and conflicts, and exchanging information. Conducts research and participates in learning best practices (especially pertaining to department /site) for the purpose of ensuring a high-functioning department with high-quality workforce. Conducts salary and classification studies and recommends changes and adjustments as appropriate for the purpose of determining salary placement and appropriate classifications for classified employees, directing the review of personnel assignments, and certifying assignments are in compliance with the law and Personnel Commission rules. Conducts and participates in meetings, workshops, and seminars (e.g. Personnel Commission, Board of Education, Superintendent's Cabinet, advisory committees, labor related processes and negotiations, annual conferences, etc.) for the purpose of conveying and/or gathering information required to perform functions. Confers with labor partner representatives for the purpose of communicating HR/Merit policies and practices and resolving issues. Develops and prepares the annual budget for Personnel Commission operations for the purpose of analyzing and reviewing budgetary and financial data, and controlling and authorizing expenditures in accordance with established limitations. Directs the District's classified personnel program (e.g. coordinate administration functions between the Personnel Commission, Cabinet, and School Board; advise the Superintendent on issues related to the employment of classified personnel; supervise and evaluate the performance of assigned personnel, etc.) for the purpose of following the rules and regulations of the Education Code, Merit System, and Personnel Commission relating to classified services. Directs arrangements for hearing of appeals and investigation of matters related to Personnel Commission responsibilities for the purpose of conducting hearings within established time frames and in compliance with related requirements. Monitors assigned personnel, merit system rules, policies and services for the purpose of ensuring compliance with established requirements. Oversees the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to assigned activities and personnel (e.g. Personnel Commission Annual Report, maintenance of the employee records system, etc.) for the purpose of documenting activities, requests, and issues; providing audit references; making presentations; and/or providing supporting materials for requested actions. Performs personnel administrative functions (e.g. identify need/vacancy, identify requirements of vacant position, post position, recruit, screen, administer oral and written tests and exams, develop certified list of qualified applicants, etc.) for the purpose of maintaining adequate staffing and complying with the rules and regulations of the Education Code and Merit System. Prepares a wide variety of reference, presentation, policy, and administrative materials (e.g. plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions. Provides technical expertise, information, and assistance to District administrators regarding assigned functions (e.g. Merit System rules, collective bargaining agreements, etc.) for the purpose of participating in the development and revision of policies, procedures, and programs; and supporting classified employee concerns/requests. Researches information required to manage assignments (e.g. relevant policies, current practices, federal and state statutes, industry and workplace trends, staffing requirements, etc.) for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information, and/or responding to requests. Serves as secretary to the Personnel Commission (e.g. prepare agenda and minutes, prepare classified human resources reports for the School Board, etc.) for the purpose of providing information and ensuring compliance with policies and procedures. Supports the Superintendent, Board, and department administrators in leading to increase student achievement for the purpose of developing and implementing services and programs and achieving operational goals. Marginal Functions Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit. Initial/Minimum Qualifications EDUCATION AND EXPERIENCE: Bachelor's degree in Public Administration, Human Resources, Business Administration or a related field. Five (5) years of complex professional personnel experience, including at least one (1) year at the Analyst level. Any other combination of education, training, and experience, which demonstrates that the applicant is likely to possess the required skills, knowledge, or abilities, may be considered. LICENSES AND OTHER REQUIREMENTS: Valid California Class C driver's license. Knowledge, Skills, Abilities and Working Conditions SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; planning and managing projects; preparing budgets and reviewing financial information; developing effective working relationships; and administering personnel policies and procedures. KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: Merit System rules and regulations; personnel processes; pertinent codes, policies, regulations and/or laws; union contracts and contract administration; planning, organization and direction of the classified personnel program; principles of public administration in areas related to personnel administration; and principles of administration, supervision, and training. ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is some opportunity to significantly impact the organization's services. Work Environment The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 50% sitting, 25% walking, and 25% standing. This job is performed in a generally clean and healthy environment. Requirements / Qualifications DUAL CERTIFICATION : LUSD PC Rules 50.200.7: Under Dual Certification, the resulting eligibility list shall consist of promotional and open competitive eligibles on one (1) merged list after granting service credit to promotional candidates. No veteran credit will be granted in an open and promotional examination (with dual certification).
