As the Senior Risk Management and Safety Analyst, you will play a vital role in the administration of the City's risk management and safety initiatives, overseeing a variety of projects, including: Oversee the City's Safety Committee and frequently coordinate with external partners, such as CJPIA (California Joint Powers Insurance Authority), claims adjusters, and ADA consultants. Develop and lead training sessions on new safety-related policies. Facilitate focus groups for the Disability and Older Adults Advisory Boards. Proctor training assignments through CJPIA and ensure staff compliance with safety goals. Conduct periodic safety checks and assessments, ensuring adherence to safety regulations, including Cal/OSHA compliance. Evaluate potential risk exposures and assist in planning, organizing, and implementing city-wide safety programs. Participate in quarterly meetings with staff to monitor progress towards safety goals and address any emerging safety concerns. Manage the DMV Pull Notice Program. Ideal Candidate: This position requires a strong understanding of local government risk management practices and the ability to build relationships across departments. The ideal candidate will possess: Experience in local government risk management and safety programs. ARM (Associate in Risk Management) designation preferred. Strong analytical and problem-solving skills. Excellent relationship-building abilities and a deep understanding of organizational culture. Ability to communicate effectively across various levels of the organization. Experience in loss prevention, accident prevention, workers' compensation, and insurance evaluation. Job Flyer: to: City Clerk EXAMPLES OF DUTIES JOB SUMMARY Performs a variety of professional and administrative functions related to the administration of the City's risk management and safety program, including: safety; ergonomics; workers' compensation; liability; property; loss prevention; accident prevention; insurance; evaluating potential risk exposures; and assist with planning, organizing, and implementing a variety of City-wide safety and loss control programs in compliance with Cal/OSHA. ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.) Oversees and coordinates the City's self-insured liability program by working with Third Party Administrators to review, monitor and negotiate settlement of all claims and dispositions. Coordinates, evaluates, recommends and/or administers risk management, loss prevention and safety techniques and programs. Develops, implements and oversees a comprehensive safety program (meeting Cal/OSHA requirements) and makes recommendations for accident prevention; conducts and/or arranges safety trainings; prepares written policies and procedures for compliance with State and Federal safety regulations; and leads the activities of the City's Safety Committee consisting of members from various City Departments. Conducts safety inspections and prepare reports of findings and recommendations for remediation; ensures proper follow-up regarding recommendations; and serves as a resource to Departments for loss prevention and loss control techniques. Oversees the City's ergonomic program, assists in the evaluation and analysis of workstations and modifications, coordinates the purchase of equipment and maintains inventory. Coordinates with Human Resources on the oversight of the City's workers' compensation claims management program; processes claims submitted, monitors claims, and works with the City's third-party administrator to achieve resolution. Coordinates with Human Resources on the oversight of the California Department of Motor Vehicle Pull Notice Program, including notification of new and terminated employees. Reviews terms and conditions and prepares documentation for commercial insurance coverage, including procedures and processes for making insurance claims and administration of self-insurance plans. Makes budgetary recommendations involving insurance costs, self-insurance charges and liability claim costs. Reviews reports related to traffic collisions and pursues restitution or subrogation. May report to the City's management team on risk management/safety program work plans and objectives. Prepares complex, routine and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports and staff reports; relays and interprets administrative decisions, policies and instructions. Develops and coordinates special projects as assigned. IMPORTANT JOB FUNCTIONS: Interacts with a variety of high level individuals, both internally and within the community, to provide information, disseminate departmental information and assist in resolving administrative issues. Serves as a liaison and/or member of various committees and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Coordinates issuance of insurance certificates and appropriate endorsements requested by outside entities or individuals. Deals with sensitive and/or confidential matters. Responds to questions and inquiries from the public and other City Departments. Coordinates and schedules meetings. May serve as backup for other positions within the department. MATERIAL AND EQUIPMENT USED: General Office Equipment Computer MINIMUM QUALIFICATIONS REQUIRED Education and Experience: Bachelor's degree from an accredited four-year college or university in a related field; and, Four (4) to Five (5) years of progressively responsible experience; or, Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Licenses and Certifications: Associate in Risk Management (ARM) designation (required or ability to obtain within 12 months of hire) Valid California Driver's License KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Principles, practices and techniques of a comprehensive municipal risk management program. Public agency liability and claims administration and asset protection. Policies, procedures, practices, and methods related to workers' compensation and liability claim processing and administration. Project and program development and management. Working Conditions: Work is primarily performed indoors in a busy office environment with a consistent need to meet strict deadlines. Work includes visiting City facilities and other work-related locations including outdoor or field sites, and attending off-site meetings and hearings. Retirement The City participates in the California Public Employees' Retirement Systems (CalPERS). The retirement formula will be based on appointment date and membership status with CalPERS, e.g. 2% @ 62 for New Members (average of three highest years) or 2.7% @ 55 for Classic Members (single highest year) with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. New Member employees are responsible for paying the employee contribution of one-half of the total normal cost of the plan (%), as defined by CalPERS, through a payroll deduction. Classic Members are responsible for paying the employee contribution of 8% through a payroll deduction. The City does not participate in Social Security. $150.00 per month 457 deferred compensation contribution paid by the City (employer contribution). Employee can also make employee contributions toward the same plan. Annual limited is dictated by the IRS. $100.00 per month Retiree Health Savings (RHS) account contribution paid by the City (employer contribution). Health Benefits The City covers the full health insurance premiums for medical, dental, and vision insurance for the employee and eligible dependents, including children under the age of 26 (effective the 1st of the month following hire date). Leaves Vacation Leave: 80 hours - less than one year of service; 120 hours - 2nd through 5th years of service; 140 hours - 6th through 9th years of service; 160 hours - after 10 years of service. Sick Leave: 96 hours per year. Personal Leave: 36 hours per year (prorated by quarter). 11 City paid holidays. 5/40, 9/80 & 4/10 work schedule (depends on department/division's operational needs) Other Benefits Technology stipend ($75.00 per month) for telework-eligible positions. Annual MTA pass issued to all WEHOME employees. Life insurance equal to 1.5 times your annual salary, plus $20,000, to a maximum of $120,000 (effective the 1st of the month following hire date). Disability Insurance: 66 2/3% of salary to cap of $3,077 per week, after a 29-day waiting period for short-term disability. Optional Benefits: AFLAC, Supplemental Life Insurance, Pre-Paid Legal Services, Flexible Benefit Plan (FSA) for medical reimbursement and dependent care assistance and cash out of accrued Vacation and Administrative Leaves (if applicable).
