Applications are being reviewed as they are received. This is responsible managerial, administrative, and technical work overseeing and maintaining the facilities and equipment of the water utility. Work involves planning, coordinating, and performing maintenance and repair activities in accordance with Ohio EPA, Ohio Department of Health, state, and federal regulations and established guidelines, ensuring compliance with existing and new regulations, installing equipment and instrumentation, managing databases and electronic systems, creating and submitting reports, and working with contractors and contracts. This position will also manage the water meter program. This includes the installation and repair of water meters as well as the backflow and large meter testing programs. SUPERVISION Work is performed under the managerial direction of the Water Utility Manager. Additional guidance is provided through state and federal EPA rules and regulations. Supervision is exercised over all maintenance and repair activities on a 24/7 basis, Water Maintenance Mechanic, Consumer Service Technician, summer maintenance worker, and other staff as necessary for project completion, contractors and contracts. making appropriate decisions and recommending alternatives regarding maintenance issues, communicating effectively with the public, monitoring budget expenditures, ensuring job safety and completion. Work is reviewed through meetings, reports, review of completed projects for quality and adherence with policies and procedures, Annual performance review completed by Water Utility Manager. ESSENTIAL FUNCTIONS OF WORK (May not include all of the duties performed.) Coordinates, organizes, directs, schedules, assigns and performs a variety of maintenance and repair jobs and projects for the department; prioritizes work; assigns and schedules daily work. Supervises maintenance and metering staff as necessary for project completion; inspects projects in various locations; oversees completion of daily tasks; assists with technical problems; adheres to safety standards and requirements; establishes and communicates policies and procedures. Develops, maintains, implements, and supervises the operation of databases related to facility management; designs, installs, and maintains instrumentation, electronic, and data acquisition systems. Including, but not limited to, the water testing database, water meter service database, meter database, and the EPA required backflow documentation database. Makes hiring and termination recommendations as needed. Attends meetings as required; ability to present presentations or communicate with internal and outside entities. Assists in preparing annual budget for both Maintenance and Meter departments; monitors expenditures to ensure compliance with budgetary limits; justifies purchases; records accounts; prepares documentation and reports. Ensures customer relations; responds to service calls and complaints from the public; responds to inquiries from the public, outside agencies, and other departments; performs follow-up inspection and review of work completed; oversees and inspects work performed by contractors; issues meters and schedules appointments; provides tours. Maintains inventory of supplies and parts; maintains facilities and equipment; ensures proper maintenance and replacement of equipment; locates supplies and parts necessary to perform specific projects; orders parts and supplies; observes established safety precautions when dealing with hazardous materials. Inspects plant, pumping station, tanks, reservoir, and equipment to determine operating condition; ensures that proper maintenance operations are performed. Prepares documentation of various activity data; maintains records; assists in the preparation of technical specifications. Performs on-call duties to respond to water utility problems on a 24/7 basis, carries a cell phone. Performs other related duties as required. MINIMUM REQUIREMENTS OF WORK Possession of a bachelor's degree (preferred) and (5) years progressively responsible experience in water treatment operation, maintenance, and repair, or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills. Thorough knowledge of the principles, practices, and methods related to water purification plant operation and maintenance. Thorough knowledge of the function and service requirements of mechanical equipment and machinery. Thorough knowledge of EPA standards governing safe drinking water. Knowledge of current plumbing practices that pertain to water meter and backflow installation and operation. Considerable knowledge of the occupational hazards and safety precautions of the work, and safe and correct use of tools and equipment common to the work. Ability to read and interpret works from written and oral instructions governing operating procedures. Ability to train new and existing staff. Ability to read meters, charts, and gauges accurately and to maintain required records and reports. Ability to handle complaints from the public effectively and professionally. Ability to collect, organize, and analyze data. Ability to perform a variety of mechanical, maintenance, and repair activities. Ability to perform standard arithmetic calculations quickly and accurately. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively, both orally and in writing. Ability to visually detect problems. Ability to climb stairways and ladders, operate and control power tools, and work outdoors in all types of extreme weather conditions. Ability to inspect water plant operation and maintenance activities. NECESSARY SPECIAL REQUIREMENTS Possession of an Ohio Class I Water Treatment License or ability to obtain this license within 3 years of hiring. Possession of a valid Ohio driver's license free from excessive moving violations. HEALTH BENEFITS Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan. HEALTH SAVINGS ACCOUNT Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name. VISION AND DENTAL The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire. LIFE INSURANCE The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child. RETIREMENT PENSION The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary. VACATION New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
