Job Summary Seeking an experienced Capture Manager to support efforts in either our Clinical/Healthcare or Human Services business lines. This role will be vital in developing high-quality capture pursuit plans and proposals that are cost effective and tailored to each government client's unique needs. Through these solutions, we help our government clients deliver essential services to their most vulnerable citizens. We need individuals who are enthusiastic leaders of diverse teams, who can roll-up their sleeves and jump in to work with Operations, IT, Pricing, and sales teams to develop winning solutions and proposals. These individuals must be curious, self-motivating, and passionate about leading teams to success. For Clinical/Healthcare Services, we are looking for an individual who understands Medicaid, long-term care, clinical assessment/review, or public health services in the government space with knowledge of the policies and programs run by the federal and state governments. For Human Services, we are looking for an individual who has worked with programs such as: Workforce development, child support enforcement, TANF, SNAP, unemployment, employment assistance or similar and has supported capture or proposal efforts in one or more of these areas. Someone who understands the needs of these programs and the policies that dictate successful vendor operations is critical. The Capture Manager position is key to Maximus ability to win new business and maintain existing accounts. We foster a culture that respects and values individual contributions and differences. Education and Experience Requirements Essential Duties and Responsibilities: - Pro-actively identify new business opportunities by researching ongoing trends in the public healthcare marketplace - Perform market research to qualify new business opportunities, including analysis of customer's budget, capabilities required, current customer preferences, competitive environment assessments and incumbent strengths and weaknesses - Perform gap analyses of MAXIMUS capabilities against customer requirements - Lead program development and execution and provide detailed reports on activities to Operation senior staff, Division managers and program managers - Actively participate in the overall strategic planning by linking pursuits/capture activities which support the quarterly business development metrics for awards, submits, and pipeline - Provider operational assumptions and work with operators to balance sales vs. execution - Provide historical longitudinal guidance of competitors for operational clients - Oversee multiple concurrent pursuits and manage B&P spend to less than 1.5% of TCV - Utilize historical data to provide predictive win outcomes and price to win analysis - Interact routinely with all levels of Operation and Group management, infrastructure POCs, staff and customers, and follow through on tasking - Brief capture status to senior management at specified milestones in the capture process - Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture techniques, strategy, and actions - Provide decision making under uncertainty while documenting defensible assumptions - Provide lead analyst with weekly briefings - Brief VP of Capture and Division President when required - Detail work plan and schedule for completion of activities - Perform other duties as assigned by management Minimum Requirements: - Bachelor's degree or equivalent combination of education, technical training or work experience considered in lieu of degree, three (3) years of management experience, five (5) years of related experience MAXIMUS Introduction Since 1975, Maximus has operated under its founding mission of Helping Government Serve the People, enabling citizens around the globe to successfully engage with their governments at all levels and across a variety of health and human services programs.
