BASIC FUNCTION: Responsible for recording the activities of certain subsidiaries/economic programs, including preparation of monthly journal entries, bank reconciliations and account analyses. Responsible for reconciling expense and cash activities for special large economic development programs related to the State Small Business Credit Initiative. WORK PERFORMED: Record all transactions for assigned programs/subsidiaries. Prepare monthly journal entries, account analysis and bank reconciliations. Prepare monthly payment authorization forms related to specific ESD fund disbursements and provide general ledger coding for payments as needed. Perform other accounting functions such as review of invoices, purchase orders, requisitions, cash deposits for assigned ESD programs and subsidiaries. Assist program staff with reporting, as necessary. Prepare audit work papers for internal and external auditors. Prepare journal entries to record all program transactions. Analyze and reconcile all programmatic income and expense accounts. Act as backup to the Staff Accountant of Empire State New Markets Corporation. Perform tasks, analyses and projects as assigned. MINIMUM REQUIREMENTS: Education Level Required: bachelor's degree in accounting, Finance or Related Field. Relevant Experience Required: 3-4 years proven accounting/finance experience; Government or non-profit experience preferred. Knowledge Required : Proficient in Microsoft Excel, Word, and Outlook (PowerPoint a plus); Strong analytical and problem-solving skills; Experience analyzing audited financial statements; Excellent written and oral communication skills; Skilled in accounting software systems, PeopleSoft experience a plus; Knowledge of accounting principles and practices.
