Announcement # Issue Date: 10-31-24 Closing Date: 11-20-24 Assistant Accounting Manager Central Accounting Department of Finance Hourly Wage: $34.39/Regular/Full-Time The Assistant Accounting Manager is responsible to support the Accounting Manager in the management, supervision and training for all areas relating to the Accounting Department. The Assistant Accounting Manager is responsible to ensure that all Accounting Department areas including Accounts Payable, General Ledger, Accounting Financial Reports, Audit and Travel, are compliant with all Yakama Nation Accounting Policies and Procedures as well as any applicable regulations in conjunction with the Accounting Manager. Provides input to the Accounting Manager for accounting staff employee evaluations. Responsible for management and supervision of staff during any absence of the Accounting Manager. Responsible to provide technical analysis on complex accounting issues as needed. Responsible to assist General Ledger Accountants and Accounts Payable Coordinator in the preparation of audit related reports and files. Assists in the development and training of accounting staff and other accounting related training materials for Yakama Nation bookkeepers, as needed. Examples of Work Performed: Assists staff in the preparation of all necessary financial accounting reports, including balance sheets, income statements and budget comparisons. Assists the Accounting Manager in the preparation of the annual Yak ma Nation Financial Statement and audit preparation. Assists the Finance Office as requested in the development and presentation of financial information for Tribal and General Council. Reviews accounting transactions, as necessary, to ensure compliance with YN Policies and Procedures and applicable regulations. Assists in the compilation of data for the SEFA report. Reviews journal entries for accuracy, make adjustments as needed to post to the General Ledger. Assists in the bank reconciliation process as necessary. Review trial balance for possible discrepancies, outdated balances and/or errors and makes recommendation to the Accounting Manager for processing improvements when necessary. Assists in the reconciliation of General Ledger and Balance Sheet accounts. Assists the Accounting Manager in the review and update of accounting position descriptions. Must be familiar or become familiar with statutes, resolutions, committee actions and policies in order to research and interpret the same for the Yakama Nation. Assure that quality control is reviewing all Purchase Orders (PO's), travel Authorizations (TA's) and Journal Entries (JE's) to discover errors. Ensure that aged TA's and PO's are reported to the respective program and Administration. Assure checks and balances of sound internal controls are in place and adhered to policies and procedures. Prevent incompatible duties within the program. Will assist external auditors during audit fieldwork and will prepare reports and source documents as required for a successful A-133 audit and other audits. Will review with the Finance Officer and compliance issues that arise and ensure corrective actions are completed and in compliance. Review GF AAG for accuracy and ensure depreciation and assets are recorded accurately in the General Ledger. Must be familiar or become familiar with statues, resolutions, committee actions and policies in order to research and interpret the same for the Yakama Nation. Ensures that all receivables for the tribe are reported on the General Ledger. Will communicate and coordinate with other programs such as Grants and Contracts to ensure the flow and functionality is in place for programs to work together for the Yakama Nation. Requires light work that involves sitting or walking most of the time, and skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office machines within close tolerances or limits of accuracy. The job risks exposure to no significant environmental hazards. Completes other duties as assigned. Knowledge, Skills and Abilities: Knowledge of the statues, theories, practices and methods of governmental accounting, financial management, financial investments, asset control, credit and monetary resources and fiduciary responsibilities to the Yakama Nation. Knowledge of financial management systems and auditing requirements, practices and policies. Knowledge of computerized accounting tracking systems-including Microsoft D-365 and integrity issues. Knowledge of and experience with administrative management practices and procedures, as well as, staffing and organizing requirements. Ability to commit to protecting the financial interest of the Yakama Nation. Ability to adopt the reporting requirements of Governmental Accounting Standards Board (GASB). Ability to remain flexible to changes in assignments or situations, priorities and handle frequent interruptions. Ability to establish and maintain effective working relationships with other department staff, supervisors/managers, elected officials and the public. Ability to meet the public and address problems, issues and complaints tactfully, courteously and effectively. Ability to manage multiple complex projects and tasks with competing deadlines. Ability to communicate effectively, verbally and in writing, with all levels of personnel including employees, Supervisors, elected officials, etc. Ability to demonstrate a high degree of personal integrity and be able to maintain strict confidentiality. Minimum Requirements: Requires a minimum of two years experience in a clerical, accounting, or data entry position. Requires proficiency in Excel, Word, and 10-key. Must have the ability to work independently and within a fast paced and high-volume environment with accuracy and timeliness. Must take initiative with duties and being well organized. Excellent communication skills both written and verbal.
