SUMMARY OF DUTIES: The Sr Auditor/Sr Auditor Lead works as part of a team or assists the Audit Manager in leading a multidisciplinary team conducting independent, objective GAGAS compliant performance, or financial audits of Amtrak programs and operations in a dynamic office environment. These audits include assessments of the economy, efficiency and effectiveness of the Amtrak programs and operations; adequacy of internal controls; and compliance with laws, regulations, policies, contracts and/or grants. The incumbent serves as a fully functioning member of an audit team in audits of medium to high complexity. This includes responsibility audit design, data collection and analysis, message development and the drafting of segments of products that are technically complete and appropriately targeted to the audience. Assists junior members of the team when necessary and may serve as a technical expert for those less experienced members of the team. ESSENTIAL FUNCTIONS: Plans, or assists in planning new engagements by submitting annual audit plan suggestions that support the OIG strategic plan. Develops audit program for assigned area that addresses the audit objectives and provides a clear path for developing convincing findings and actionable recommendations. Can function as a team leader in the collection and analysis of data; ensures that evidence collected is reliable, sufficient, relevant and properly documented in the project work papers; and complies with GAGAS and Amtrak OIG's policies and procedures. Develops well supported findings that are actionable and cost-effective. Integrates the results of team members' work and analyses into findings, conclusions and recommendations to be presented in audit reports, briefings and other related products. Drafts products, such as briefings, message outlines meeting documents, reports, testimonies, and/or fact sheets; and ensures all products are clear, convincing, accurate and complete. Keeps Audit management informed of the progress of the project and any matters that may affect timely completion of engagements. Handles most issues personally only elevating those that need the direct attention of management. Provides coaching, guidance and technical expertise to junior members to promote their professional development. Develops productive working relationships with internal and external parties, fosters teamwork, collaboration and coordination. Contributes ideas and time to initiatives to improve audit processes, staff development, the office environment, and other key areas. MINIMUM QUALIFICATIONS: Bachelor's Degree in in Business Management, Public Administration, Public Policy or related field preferred. Must have a minimum of 1 relevant experience that included conducting performance audits/analyses of programs and operations. Must have good analytical abilities. Must have effective written and oral communication skills. Must be able to work independently as well as in a team environment with minimal supervision. Must be able to establish effective working relationships with auditee's management. Must be able to multi-task with attention to detail. Must have an understanding of and be able to apply GAGAS. Must have experience using audit work paper management systems, preferably Teammate. PREFERRED QUALIFICATIONS: Master's Degree in Business Management, Public Administration, Public Policy or related field. Professional certification (e.g., CPA, CIA, CISA, CFE). Familiarity with the accountability community (e.g., OIG, GAO). Familiarity with passenger rail operations and/or transportation operations. COMPENSATION: The hiring salary range the Sr Auditor/Sr Auditor Lead is $88,389 - $119,325. This is the starting salary range and does not reflect the full salary range of the position.
