Job Description The Regional Director is responsible for the overall supply chain operations at one of the NYC H+H regions* by providing leadership, management and coordination of supply chain business processes within one particularly in distribution and inventory management and also in other projects that encompass supply chain initiatives being driven from Corporate Supply Chain. This position is responsible for assessing and deploying supply chain automation and integration as well as for developing and adopting standard practice supply chain management practices. With guidance from the Senior Director of Materials Operations, the Regional Director develops overall efficiencies and removes excess costs resulting in overall lower operating cost for the health system and his/her region through enhanced business processes, supply management and coordination with facility stakeholders. *A region is defined as a set or combination of NYC H+H acute, long-term, and ambulatory facilities. NYC Health + Hospitals' Supply Chain Services is an enterprise-wide centralized department which solicits proposals, and negotiates/enters into contracts for goods, services, software, pharmaceuticals, consultants, staffing, and construction for NYC Health + Hospitals' eleven acute hospitals, six long-term care facilities, numerous clinics, correctional health services, 45,000 staff, with an annual spend of approximately $1.5 billion. Supply Chain services also works closely with facility-based materials management, inventory management, distribution and logistics. SUMMARY OF DUTIES AND RESPONSIBILITIES: 1. Serves as an operational resource for internal team members for expedited problem identification and resolution, provision of project-specific updates, team interactions and deadlines. 2. With direction from the Senior Director of Materials Operations, the Regional Director will also assist in the centralization pre-work and centralization process - working with all required stakeholders e.g. HR, Finance, etc. to begin the creation of centralized governance of supply chain / materials management. Additionally, will assist in the establishment of standard KPI's (Key Performance Indicators) and SLA's (Service Level Agreements) for each facility to measure supply chain health. 3. Evaluates and augments current NYC H+H Supply Chain Management activities to identify opportunities, create action plans and lead initiatives to improve total cost for supply chain functions within their region.This will include but is not limited to: reviewing current purchasing patterns at each facility, inventory levels, work-flow analysis, labor requirements, automation requirements, etc. 4. Serves as the Supply Chain Business Partner to facility leaders / stakeholders e.g.CEO's, COO's, CNO's, etc. by maintaining regular business reviews with established KPI's and SLA's and reviewing current / future pipeline of projects, etc. and provides critical customer service to the region. 5. Drives compliance with all policies and procedures related to materials management and supply chain in driving compliance with corporate product standardization projects. 6. Implements daily management huddles at all levels using KPI's. 7. Expands Supply Chain Management services to other departments for improved standardization and automated assessment/replenishment processes. 8. Monitors distribution contractors' performance for service levels. 9. Provides representation of region issues and concerns to Corporate Supply Chain. 10. Manages (hires, fires, and takes appropriate disciplinary action) the materials management operations of each facility. Provides educational opportunities to support their accomplishment of key objectives. 11. Extensive travel within the region (80% of the time in the field, 4 days a week). 12. Coordinates all audits within the region, including year-end inventory control. 13. Enhances personal and professional development within the region through attendance at internal and external training sessions. 15. Adheres to the mission and vision of the health care system in all endeavors. 16. Exhibits flexibility within the organization, as it pertains to work assignment, work place, site designation, and tour of duty. 17. Ensures that policies and procedures are developed, implemented, reviewed and updated, ensuring compliances with all applicable laws, rules, and regulations, including JCAHO standards. 18. Performs other duties, as assigned. Minimum Qualifications 1. A Baccalaureate Degree in Business Administration, Computer Science, Management or other related discipline from an accredited college or university; and, 2. Six years of satisfactory, full-time paid responsible experience in information processing, program management, systems development or related activity in a large governmental agency, hospital or health care facility, or hospital-related business firm, three years of which shall have been in a managerial capacity; or, 3. A Master's Degree in Business Administration, Computer Science or other related discipline, and five years experience as outlined above, one of which must have been in a managerial capacity; or, 4. A satisfactory equivalent combination of education and experience. Department Preferences •Minimum of five (5) years' management experience in supply chain in a healthcare environment/operation •Knowledge of fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations and in particular Supply Chain Management. Knowledge of principles of business and personnel administration, management functions and support service functions and ability to direct and supervise personnel •Demonstrated Leadership skills and progressive growth in career progression •Demonstrated ability to facilitate and communicated executive leaders within a health system or equivalent setting •Experience in operational improvement in Supply Chain with emphasis in programs such as LUM/JIT, inventory control systems and theory •Microsoft Office and PeopleSoft or other ERP experience If applying online, please include your cover letter in the same file attachment with your uploaded resume.
