Overview: Physician Affiliate Group of New York, P.C. Responsibilities: The Labor and Employee Relations Manager will operate out of the affiliate site under the direction of the Director, Labor & Employee Relations, while working daily with the Chief Affiliation Officer(s) and site staff. The Labor and Employee Relations Manager will handle the PAGNY-related employment and labor investigations and issues at its affiliated facilities. The Labor and Employee Relations Manager serves as the face of labor and employment relations for PAGNY at the site or other affiliated grouping. Caseloads will be assigned by the Director, Labor & Employee Relations, with first preference for their home sites cases. This role is highly visible and requires strong collaboration and integration with site or group leadership, PAGNY Corporate HR, and with Health and Hospitals (H+H) leadership or other affiliated leadership, where necessary. The Labor and Employee Relations Manager is also directly responsible for providing content-specific planning, organization, and guidance to the site Human Resources Department. Work with Union and Non-union employees. Responsible for the oversight and/or management of all site-based labor and employee relations functions, including but not limited to terminations, tracking and/or administration of verbal/written/final discipline, operational issues with contractual impact, and changes to schedules, services and/or service mix. Responsible for maintaining in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Oversee site-wide employee-related claims such as grievances, Department of Labor requests, and other governing body requests. Maintain in-depth knowledge of legal requirements in partnership with Corporate Human Resources and the Legal Department. Must manage and resolve complex labor and employee relations issues. Conduct thorough, effective, and objective investigations. Implement effective solutions through the use of high-level HR methodologies and HR best practices. Address labor and employee relations cases and investigations from other PAGNY affiliates as assigned by the Corporate HR Director based on overall caseloads and ensuring impartiality. Priority on each case will generally go to the home facility or facilities. Serve as secondary Labor and Employee Relations Manager for the other PAGNY site in the borough or other PAGNY sites to ensure full, efficient, and impartial coverage of all sites. Work closely with management and employees to improve work relations and to build morale, leading to increased productivity and retention. Partner with Corporate HR and the legal department as needed and/or required. Conduct regular updates and monthly reports with internal leaders such as Chief Affiliate Officers (CAOs), Corporate HR, and H+H or other partners. Consult with department leadership, providing HR guidance and ensuring effective application of HR methodologies, when appropriate. Work closely with employees and management to improve work relationships, increase productivity, and to build morale. Conduct, or may aid managers in the performance of, employee surveys such as retention, stay, and exit interviews. May lead and/or facilitate supervisor or manager meetings with employees. Work closely with Compensation and work with relevant partners to maintain job descriptions and facilitate reasonable accommodation requests. May provide input on HR-related areas such as department structures and workforce planning, and or succession-planning. Conduct retention, stay, and exit interviews. Provide day-to-day performance management guidance to departmental leadership in order to reduce legal risks and ensure regulatory compliance. Provide employees with HR Policy and Union Contract guidance and interpretation, where applicable. Ensure employees complete appropriate trainings as provided by PAGNY and/or H+H, where applicable. In collaboration with the HR Team, the Labor and Employee Relations Manager will also assist in providing Level One help to PAGNY provider in the absence of the HR Generalist, CAO or other staff on issues including, but not limited to CMEs, health and retirement benefits, payroll (e.g., Paycom, completing timesheets), leave, and resignations. In these cases, the Labor and Employee Relations Manager will consult with or serve as an active intermediary between the Provider and subject-matter experts in PAGNY Corporate HR or Corporate Payroll on the Providers behalf to answer more in-depth questions. May assist the Corporate HR Director, CAOs or other designee, where applicable, in completing special projects or assignments. May perform other duties, as assigned. 5 days per week on site required. Qualifications: Bachelors degree or equivalent work experience in Human Resources, Employee Relations, and/or Labor Relations. 10+ years of related Human Resources experience, with a minimum of 5 years of prior Labor Relations experience. Advanced HR certification(s) preferred. Excellent client management and business literacy skills. Proficient use of Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel) required. High attention to detail. Ability to maintain high standards despite pressing deadlines. Ability to work well under pressure, adapt to unexpected events, prioritize and multi-task in a deadline driven environment. Must be able to prioritize a variety of time sensitive tasks. Consistently display the highest degree of integrity, professionalism, diplomacy, and discretion. Must be able to develop strong, trusting relationships in order to gain support and achieve results. Extensive knowledge and practical application of Federal, State, and local laws with a solid understanding of the general body of laws surrounding Human Resources. Excellent interpersonal and communication skills.
