Job Title Financial Analyst- Mid level Location Crystal City, VA 22202 US (Primary) Job Description Torch Technologies, a 100% employee-owned company, is currently seeking to hire a Mid-Level Financial Analyst. The successful candidate will work directly in support of, and on-site with the Government customer, requiring strong professional skills and self-motivation. Support and assist in financial management Program, Planning, Budget development, and Execution (PPBE) activities to include: Preparation and review of financial reports; financial execution/obligation tracking, analysis, and goals/objectives development. Monitoring and facilitation of payment processing; budget preparation and execution support; salary cost transfers; financial/budgetary data collection and analysis; financial auditing; and managerial accounting support. Monitors the execution (i.e., apportionment, obligation, and expenditure of funds) in GFEBS of assigned and projects of approved operating budget to ensure funds are properly allocated and are being obligated and spent in a timely and effective manner in support of authorized management objectives. Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available. Exercises budget controls through review and approval of the obligation and expenditure of funds for management purposes. Prepares instructions for the development of detailed budget estimates, justification statements, and budget execution plans for substantive RDT&E and OMA programs. Coordinates instructions with program managers and consolidates budget input to develop annual operating budgets. Uses automated systems to extract researched financial data from GFEBS and prepares charts, graphs and other graphics for briefings used to facilitate senior level decision making. Monitors the rates of obligation and expenditure of funds in the annual budget. Anticipates program authority and funding deficits or excesses and provides appropriate recommendations for future utilization. Prepares such analyses for presentation to higher echelons as required. Provide in-depth technical and business management expertise for the General Fund Enterprise Business System (GFEBS) including, but not limited to, specialized business process development, application training, database manipulation, troubleshooting and critical production function issues. Job Requirements The candidate must possess excellent oral and written communication skills. Candidate must have solid MS Office skills (Excel, Outlook, SharePoint) and be comfortable using the Army General Fund Enterprise Business System (GFEBS). A related bachelor's degree is required. The position requires a minimum of 5 years of relevant experience. Position requires that the candidate possess a current security clearance, and the ability to obtain a Top-Secret clearance, to access classified material U.S. Citizenship Required for this Position: Yes Job Type: Regular Full-time Security Clearance: Secret Schedule: M-F; 8-5 Work Location: Crystal City, Arlington, VA.
