August 2024POSITION ANNOUNCEMENT Senior Budgeting Analyst Salary Grade 18$64,928 - $78,102The Research Foundation for Mental Hygiene is currently recruiting to fill the Senior Budgeting Analyst, SG 18, position in the New York State Office of Mental Health (OMH) New York City Field Office. The incumbents will be assigned to the Fiscal Unit within the Field Office. FUNCTION AND SCOPEThe NYCFO Fiscal Unit is responsible for administering over 250 contracts with community-based organizations and hospitals for Mental Health programs. The Unit is also responsible for evaluating financial viability for OMH licensed programs; scoring RFPs; and working with LGU on State Aid Letter allocations. The selected candidate should have great written and oral communication skills, is organized, and detail oriented with the ability to work well in teams and independently on multiple projects. RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO: Specific duties to be performed may include, but are not limited to, the following:•Manage the review and approval of OMH NYC Field Office direct contracts. Tasks include assisting provider on submitting contract documents and budgets, reviewing documents and budgets to ensure that they meet program and spending guidance, and following up with providers to ensure timely contract processing.•Work with OMH Central Office and provide assistances to providers, county, and other Field Office staff regarding fiscal/contract related initiatives and concerns. •Review one-time/emergency property-related requests, leases for licensed residential programs, and property cost worksheets. •Review Requests for Proposals.•Work with NYC DOHMH on State Aid Letter and County Allocation Tracker issues. •Review and comment on budget section of Prior Approval Reviews for OMH licensed programs.•Review provider requests in OMH Mental Health Provider Database.•Participate in special projects and meetings as required. QUALIFICATIONS •A baccalaureate degree from an accredited college with two (2) years of satisfactory full-time professional experience in working with the budget estimation, justification, grant, or financial administration of a public or private entity.•A master's degree may be substituted for one (1) year of the required experience.Preferred Qualifications:•Preferred candidates will have strong knowledge of Microsoft Office Suite, especially Excel.•Experience in government budgeting, fiscal analyst, and budgetary oversight.•Knowledge of government contracting/procurement process.RFMH employees may be required to be vaccinated for COVID-19 depending on work location and must provide proof of vaccination.
